To Prevent Corrupt Practices, Ahmad Luthfi Brings in KPK to Train Regional Heads and DPRD Members
Central Java Governor Ahmad Luthfi has directly brought in leaders from the Corruption Eradication Commission (KPK) to provide guidance and training to regional heads and DPRD members in his province to prevent corrupt practices.
This follows the KPK’s recent hand-catching operations (OTT) against several regents in Central Java.
During the training, Ahmad Luthfi gathered all regents and their deputies, mayors and their deputies, as well as chairs of regency/city DPRDs at the Gradhika Bhakti Praja Building in Semarang on Monday, 30 March 2026.
The event was also attended by Deputy Governor Taj Yasin Maimoen, Central Java DPRD Chair Sumanto, Central Java Provincial Secretary Sumarno, and all heads of Regional Device Organisations (OPDs) of the Central Java Provincial Government.
The regional leaders present included KPK Deputy Chair Fitroh Rohcahyanto. Additionally, KPK Deputy for Coordination and Supervision Ely Kusumastuti provided specific guidance on efforts to prevent corruption offences.
During the event, an integrity pact was signed to support the realisation of clean governance free from corruption, collusion, and nepotism. The integrity pact was signed by the Central Java Governor, Deputy Chair of the Central Java DPRD, regents, mayors, and regency/city DPRD chairs.
On that occasion, Luthfi emphasised to regional heads and public officials in his province to instil integrity in carrying out their duties.
According to him, integrity is a personal responsibility as a public official, to avoid deviant actions, especially those leading to corruption offences. The goal is clear: to create clear and good governance.
“I ask the KPK to prioritise prevention. Enforcement should be the last resort. We need guidance, explanation, and supervision so as not to deviate,” he said.
If in the future, after signing the integrity pact and receiving guidance from the KPK, there are still deviations or corruption arrests, Ahmad Luthfi stressed that it would be a personal risk and responsibility.
“Violating the law is based on personal liability. (The legal subject is) whoever. So it’s personal responsibility, not institutional,” he asserted.
KPK Deputy Chair Fitroh Rohcahyanto appreciated Governor Ahmad Luthfi’s step in gathering all regents and mayors for guidance on corruption prevention awareness.
Prevention is indeed one of the KPK’s activities besides enforcement. The KPK has also been quite intensive in carrying out prevention efforts to remind against corrupt actions.
“This corruption prevention socialisation is an initiative of the Governor. As known, enforcement activities in Central Java are quite numerous, so with continuous prevention efforts, as well as synergy between law enforcers in the region and government parties, it is hoped to reduce corrupt behaviour,” he said.
He explained that the KPK has conducted monitoring across all regions, not just Central Java.
“The hope is, after prevention and signing commitments or the integrity pact, it must be implemented, not just formality,” he stressed.
