To Boost Investment, Government Strengthens Regulatory Synchronisation
The government has reaffirmed its commitment to creating a conducive investment climate through the harmonisation and synchronisation of regulations between the central government and regional authorities. Indonesia’s Minister of Law and Human Rights, Supratman Andi Agtas, stated that his ministry plays a strategic role in ensuring all regulations support the smooth flow of investments across various sectors. “The government is very open to investment. Our task is to ensure that existing regulations are aligned and support the smooth flow of investment, both at the central and regional levels,” he said during the Halalbihalal event of PT Donggi Senoro LNG in Jakarta on Tuesday (21/4/2026). According to him, collaboration between the government and business actors is a key factor in driving national economic growth. Supratman also appreciated the contributions of PT Donggi Senoro LNG to the development of the oil and gas sector, particularly in Central Sulawesi. He assessed that the presence of the LNG project reflects the success of collaboration between domestic and foreign investments. He further highlighted the partnership between Mitsubishi Corporation and Korea Gas Corporation with Pertamina and Medco Energi Internasional as a concrete example of cross-country and cross-sector synergy. “This is a tangible form of investment collaboration that provides positive impacts for the region. This momentum also strengthens cooperation between the central government, regions, and investors,” he said. Meanwhile, the President Director of PT Donggi Senoro LNG, Yuichi Sakaguchi, emphasised the importance of maintaining harmonious relations with all stakeholders to support the company’s business sustainability. “This event is part of efforts to strengthen relations between the government and industry players, while also enhancing collaboration in supporting the national energy sector development,” he stated. For information, PT Donggi Senoro LNG was established as a foreign investment company (PMA) on 28 December 2007, with the initial shareholder composition consisting of Pertamina Energy Services Pte Ltd (29%), PT Medco LNG Indonesia (20%), and Mitsubishi Corporation (51%). However, since February 2011, the ownership structure has changed to PT Pertamina Hulu Energi (29%), PT Medco LNG Indonesia (11.1%), and Sulawesi LNG Development Ltd (59.9%). DSLNG is Indonesia’s first LNG project developed based on Law No. 22 of 2001 on downstream business activities, which allows the separation between upstream activities as gas providers and downstream activities in the form of LNG processing. This downstream business model benefits the state by shifting investment needs and risks for building the LNG plant from the government to business entities. The DSLNG plant is located in Banggai Regency, Central Sulawesi, about 45 kilometres southeast of Luwuk City. The facility stands on more than 300 hectares of coastal land facing the Peling Strait, with access to deep-sea shipping lanes connecting Surabaya and Makassar to Luwuk and Manado.
