To Accelerate Recovery, Head of PRR Task Force Urges Affected Regions to Form Provincial Task Forces
The Task Force for Accelerating Rehabilitation and Reconstruction (PRR) Post-Sumatra Disaster is encouraging provincial governments affected by hydrometeorological disasters to form task forces at the regional level to strengthen coordination in implementing recovery programmes.
PRR Task Force Chairman Muhammad Tito Karnavian assessed that this step is crucial to ensure that the management of rehabilitation and reconstruction activities, including budget arrangements, proceeds more directed and effectively in each affected area.
He conveyed this during the Development Planning Deliberation for the North Sumatra Regional Government Work Plan (Musrenbang RKPD Sumut) 2027 in Medan, North Sumatra, on Wednesday (22/4/2026).
Tito stated that the formation of task forces at the provincial level will be key in ensuring synchronisation between the central and regional governments.
“In this region, a task force should be established, ideally a provincial task force. That way, the arrangement of activities and budgets can be coordinated by the governor,” Tito said in a press release received by Kompas.com on Sunday (3/5/2026).
Tito gave an example that this structure has been running in Aceh Province, with the governor acting as the task force head, while daily operations are handled by the deputy governor.
“In Aceh, the task force head is the governor, but the daily executor is the deputy governor. Here in (North Sumatra), a provincial task force could be proposed. I will also convey this to West Sumatra,” Tito added.
As part of these recovery efforts, the PRR Task Force has compiled the Master Plan (Renduk) for PRR Sumatra, which will serve as the reference for rehabilitation and reconstruction implementation during the 2026–2028 period.
The Renduk, prepared by the Ministry of National Development Planning/National Development Planning Agency (PPN/Bappenas), contains 12,047 cross-sectoral activities.
The plan was formulated through alignment between the needs of affected regions and the action plans of ministries/institutions, based on the principle of rebuilding better, safer, and more sustainable.
“Now, the emergency (condition) is over. Now we are entering the transition period. After that, we enter the recovery, reconstruction, and rehabilitation phase for permanence. The Renduk has been prepared by Bappenas,” Tito said.
All programmes in the Renduk are projected to use a budget of Rp 100.2 trillion. Of the total budget, approximately Rp 61.9 trillion is under the authority of the central government, while Rp 38.3 trillion is under the authority of regional governments.
In Aceh Province, for example, the needs reach around Rp 58 trillion. Of that amount, approximately Rp 39 trillion is the responsibility of the central government through ministries/institutions, while Rp 19 trillion is the authority of the regional government.
In North Sumatra Province, the total recovery needs reach around Rp 23 trillion, with Rp 13 trillion handled by the central government and approximately Rp 10.1 trillion by the regional government.
