TNI's Habema Command urges armed groups in Papua to choose peace

The TNI’s Habema Command has invited armed groups in Papua to renounce violence and take the path of peace in an effort to create a security situation conducive to public services and development in the region. Head of Public Relations for Koops TNI Habema, Lieutenant Colonel Inf. M. Wirya Arthadiguna, stated in Jakarta on Thursday that security is not the end goal of the military’s operations, but rather the foundation for the community to resume normal life, including access to education, health services, and economic activity. ‘We also invite our brothers and sisters who still choose the path of violence to consider the path of peace. The door to return to family, society, and a better life will always be open,’ Wirya said in an official statement regarding a contact incident in Mamba Village, Sugapa District, Intan Jaya Regency, Central Papua. He noted that Papua needs more space for education, health services, and development rather than prolonged conflict. The statement was made following the contact incident in Mamba Village which resulted in the death of a man. Based on identification by security forces, the victim was identified as Okto Tigau, who was said to be a member of the TPNPB-OPM and served as Deputy Commander of Operations for the Metua Battalion, Kodap VIII/Intan Jaya. Koops TNI Habema also extended condolences to the victim’s family and expressed hope that similar incidents would not recur. ‘Every loss of life is a sorrow we do not wish for. We sincerely hope such events will not be repeated, so that the people of Papua can live in a safe, peaceful, and hopeful atmosphere,’ he said. Wirya explained that the incident on Wednesday (1/7) began when security personnel detected four individuals moving towards a post at night. Personnel issued gradual warnings, but according to him, there was no response until a contact occurred around 10:00 p.m. WIT. He stated that a sweep was only conducted the following day considering security factors. A joint team then found a body along with a machete, which was later identified as Okto Tigau and handed over to local traditional leaders for handling in accordance with regulations. According to Wirya, all actions by personnel were carried out based on Law Number 3 of 2025 concerning the TNI in the implementation of Military Operations Other Than War and followed the applicable rules of engagement. ‘Koops TNI Habema continues to emphasise to all soldiers that every action must be carried out professionally, proportionally, and accountably, and only to face real threats, while prioritising the safety of civilians,’ he said.
