The Indonesian National Armed Forces’ (TNI) involvement in the Merah Putih Village Cooperatives programme is deemed to fall within the scope of duties regulated under Non-War Military Operations (OMSP). The TNI’s presence is said to support the accelerated implementation of the programme while strengthening oversight down to the village level.

Political analyst and Military-Civilian Relations lecturer at the Defence University, Raj Mayyasari Timur Gondokusumo, stated that the TNI’s widespread personnel network enables it to support government programmes at the grassroots level. According to Raj, the TNI’s extensive reach allows for more effective monitoring of development processes, including village cooperative development.

“The TNI has a broad surveillance reach with personnel deployed across remote areas, including villages,” Raj said in a written statement received on Sunday (31 May 2026).

He explained that the TNI’s involvement in the Merah Putih Village Cooperatives programme demonstrates institutional readiness to support accelerated national development, particularly rural economic strengthening, which is part of the government’s agenda. Raj assessed that structured oversight would help ensure the programme’s implementation aligns with its objectives, from supporting infrastructure development to on-the-ground cooperative operations.

He added that coordination between the TNI and relevant agencies is crucial to prevent obstacles in programme implementation at the local level. “The TNI must coordinate with all involved agencies to ensure the Merah Putih Village Cooperatives development proceeds smoothly in every region,” he said.

Raj stressed that the TNI’s involvement aims to support the government’s agenda of strengthening the national economy through village empowerment. He added that this involvement falls under OMSP, which includes assisting regional governments in implementing development programmes and improving community welfare. According to Raj, the TNI’s presence is expected to accelerate the Merah Putih Village Cooperatives programme’s implementation, enabling rural communities to benefit from economic gains sooner.
