TNI Presence During Corruption Raid: Analyst Says Rogue Individuals, Not Institutional
Political and intelligence analyst Boni Hargens has urged the public not to make generalisations that could tarnish the reputation of an entire state institution. His comments relate to the Corruption Eradication Corps (Kortastipidkor) of the Indonesian National Police investigating an alleged corruption case concerning the procurement and supply of coal for Steam Power Plants (PLTU).
He stated that the Kortastipidkor investigation focuses on alleged corruption in the procurement and distribution scheme of coal as the primary fuel for PLTUs. “The search process conducted by law enforcement officers came under public scrutiny when several individuals in TNI uniforms were reported to be present at the location,” Boni said in a statement on Friday, 10 July 2026. He assessed that the presence of these individuals was allegedly intended to protect an official from the Attorney General’s Office.
Boni stressed that the appearance of individuals in TNI uniforms at the search location should not be interpreted as representing the workings of the TNI system. He emphasised that the actions were purely personal, carried out by individuals acting outside their institutional mandate, and cannot be linked in any way to the TNI as a legitimate state institution. “We should not make generalisations as if it were the work of the system and involved the TNI. We must prioritise national interests over group interests. My suspicion is that these were personal actions by rogue individuals that cannot be associated with the TNI institution as a state body,” he said.
He called on all parties, including law enforcement officers, officials, and the public, to put the interests of the state above the interests of specific groups or factions. In the context of law enforcement, he continued, this means no party should use institutional attributes to obstruct a legitimate legal process. “This incident occurs amidst Kortastipidkor’s serious efforts to uncover alleged corruption in the energy sector, which concerns the livelihood of many people,” Boni said. “If certain individuals indeed acted to intervene in the search process, this constitutes a serious obstacle to the independence of law enforcement and public trust in Indonesia’s justice system,” he added.
