TNI Headquarters: No Internal Discussion Yet on Babinsa Assisting Tax Compliance Supervision

The Indonesian National Armed Forces (TNI) Headquarters has stated there has been no internal discussion yet regarding the Directorate General of Taxes’ (DJP) plan to involve village supervisory non-commissioned officers (Babinsa) in monitoring taxpayer compliance. This statement follows the issuance of Circular Number SE-8/PJ/2026, which opens the door for building information networks through Babinsa and community police officers (Bhabinkamtibmas). “There has been no discourse or discussion towards that yet,” said TNI Information Centre Head, Major General Muhammad Nas, to journalists on Monday (20/7). Nas did not provide further details on possible follow-up actions or coordination between the TNI and the DJP regarding the policy. The DJP’s new circular changes the supervision model from one reliant on administrative data to one based on direct field information gathering. The regulation aims to build information networks down to the village level by involving various parties, including Babinsa and Bhabinkamtibmas, to help map economic activity and tax potential. The DJP explained that data collected through these methods will be used to update the tax database and identify potential new taxpayers. Besides building information networks, the DJP will also conduct field canvassing, direct visits, economic activity observation, and utilise technologies like remote sensing and web scraping. The circular also shifts data collection duties, previously dominated by Account Representatives, to all DJP employees.
