TKIP-SDIP Pamulang Dispute: Parents Urge YSH and UIN to Avoid Physical Conflict

The ownership dispute regarding TK Islam Pembangunan (TKIP) and SD Islam Pembangunan (SDIP) Pamulang, South Tangerang, remains unresolved. The dispute involves the Syarif Hidayatullah Foundation (YSH) and the State Islamic University (UIN) Jakarta.

The polemic between the foundation and UIN Jakarta has disrupted teaching and learning activities (KBM) at TKIP and SDIP. Parents of the students hope there will be no further physical confrontations, such as the incident that occurred on 22 August.

“That is our great hope as parents. To be honest, we are not too concerned with who wins legally, whether it is the foundation or UIN; the most important thing is that the resolution does not involve violence or intimidation like yesterday,” said Cindy Melody, a representative of SDIP Pamulang parents, on Wednesday (2/9/2026).

The dispute was triggered by mutual claims of ownership of TKIP and SDIP between the foundation and UIN Jakarta. These claims, which involved physical contact, also occurred on 4 June.

Cindy noted that during that incident, students were undergoing examinations when a large crowd arrived at the school, leading to pushing and shoving that caused the school fence to collapse. Parents do not want the students’ psychological well-being to be affected by physical conflict between the foundation and UIN Jakarta.

“Because the children are the ones directly impacted. They do not understand anything about land disputes or the status of state assets; all they know is that their school has suddenly become a frightening place. That is difficult to recover from quickly,” she said.

The parents’ association (OTM) wants the school to remain a safe space for students to participate in learning activities. They are urging both parties to resolve the dispute without negatively impacting the intellectual and psychological development of the students.

“Therefore, we from the OTM continue to push for both parties to sit down together and resolve this through an elegant path, via formal legal channels, as long as they do not bring non-official masses into the school environment,” she hoped.

Representatives from the parents, YSH, and the UIN Jakarta-formed YSH held a meeting on Monday (24/8). During the meeting, it was agreed that there would be a guarantee that teaching and learning would proceed smoothly and that no unlawful acts would occur within the school premises.

UIN Jakarta’s Explanation

UIN Jakarta stated that it is currently conducting asset restructuring and the integration of several educational units based on the mandate of the law on state financial management. However, UIN Jakarta also committed to prioritising the rights of students amidst the ongoing integration process.

UIN Jakarta’s legal counsel, Alwanih, stated that one of the legal bases for the restructuring of assets and the integration of educational units within the UIN Jakarta environment is Law (UU) Number 17 of 2003 concerning State Finance. Article 2, letter i of said law specifies that the scope of state finance also includes the wealth of other parties obtained using facilities provided by the government.

The Rector of UIN Syarif Hidayatullah Jakarta, Asep Saepudin Jahar, emphasised that the steps for restructuring and managing assets within the scope of UIN Jakarta are part of the state mandate and institutional responsibility as the Goods User Authority (KPB) within the Ministry of Religious Affairs (Kemenag). According to him, every policy implemented is directed towards ensuring that state assets are protected, managed orderly, and utilised to the greatest extent for the interests of education and public service.

“As long as I hold the mandate as Rector of UIN Syarif Huddin Jakarta, I am responsible for guarding state assets, managing them according to the rules, and ensuring their utilisation provides the greatest benefit for the interests of education and the community,” said Asep Saepudin, as seen on the UIN Jakarta website.

Prioritising Student Rights

Meanwhile, the Vice Rector for General Administration, Imam Subchi, emphasised that the most important aspect of this restructuring process is ensuring the continuity of education for students. This is to be achieved by ensuring that all teaching and learning processes continue orderly and provide certainty for students, parents, teachers, and educational staff.

“Our main concern is the continuity of education. Asset and institutional restructuring must be carried out while ensuring that teaching and learning activities proceed well and that the interests of students are protected,” stressed Imam.

Furthermore, Vice Rector Imam invited all parties, including the public and the media, to view the issue holistically, objectively, and proportionally. “We also invite all parties, including the community and the media, to view this issue in its entirety and proportionally. What we are doing is fulfilling the state’s responsibility to guard state assets while ensuring that the educational function continues to operate,” he concluded.
