The Minister of Home Affairs, Tito Karnavian, has cautioned regional governments, including provinces and regencies/cities, against recruiting non-permanent staff (honorer). This is because such recruitment can strain regional personnel expenditures, especially for regions with weak fiscal strength that remain dependent on regional transfer funds (TKD). Tito expressed regret that many non-permanent staff are ‘hand-picked’ by regional officials and are generally incompetent.

“The recruitment of non-permanent staff is already under moratorium, and furthermore, regional heads are not permitted to conduct new recruitments. While staff such as teachers and healthcare workers are still beneficial and were acceptable in the past, administrative staff are often incompetent and lack capability, likely being appointees from previous officials,” he explained during a Working Meeting with Commission II of the House of Representatives (DPR RI) on Monday (8/6/2026).

These hand-picked staff members frequently burden regional finances as their numbers continue to grow. Tito noted that once these numbers accumulate, many non-permanent staff demand status upgrades to Civil Servants (PNS) or Government Employees with Work Agreements (PPPK/ASN). Many have engaged in demonstrations, leading regional governments to eventually accommodate their requests.

“There were many demonstrations at the office of Minister Rini (PANRB), which were then accommodated and they were appointed through selection, but ultimately became a burden. In the end, it was agreed that they would be funded by the Regional Budget (APBD),” he said. “With all due respect, in this good forum, I urge our colleagues in regional government: there should be no more additions of non-permanent staff for the time being,” Tito emphasised.
