Tito Urges 16 Ministries/Agencies to Execute Post-Disaster Rehabilitation Programme for Sumatra

Home Affairs Minister Muhammad Tito Karnavian, in his capacity as Head of the Task Force for the Acceleration of Post-Disaster Rehabilitation and Reconstruction for Sumatra, has urged 16 ministries and agencies to immediately execute the rehabilitation and reconstruction programme. He noted that out of the total implementing bodies, 16 have already received their budget allocations. The message was delivered during a Government Press Conference on the update of the Quick Wins Programme and the acceleration of the permanent recovery phase following the Sumatra disaster, held at the Government Communication Agency office in Jakarta. Based on the data presented, the 16 entities include the Meteorology, Climatology, and Geophysics Agency, the Ministry of Primary and Secondary Education, the Ministry of Transportation, the Ministry of Housing and Residential Areas, the Ministry of Public Works, the Ministry of Marine Affairs and Fisheries, the Ministry of Health, the Ministry of Environment, the Ministry of Agriculture, the Ministry of Social Affairs, the Ministry of Creative Economy, the National Disaster Management Agency, Statistics Indonesia, the Ministry of Home Affairs, the Coordinating Ministry for Infrastructure and Regional Development, and the Ministry of Administrative and Bureaucratic Reform. “I once again hope that the heads of ministries and agencies whose budgets have been disbursed will work quickly to execute the activity programmes,” Tito said in a written statement. According to the master plan, the rehabilitation and reconstruction implementation will run from 2026 to 2028 with a budget requirement of Rp 100.1 trillion. The document was compiled by the Ministry of National Development Planning by gathering proposals from each affected region through the relevant ministries and agencies. Tito further revealed that he would submit a detailed list of ministry and agency programmes to the affected regional governments so that provinces and districts can adjust their handling measures for areas not yet covered by central government programmes. He has also proposed that affected regions receive additional Transfer to Regions funds in 2026 to allow them to carry out handling efforts in parallel with the ministries and agencies. He mentioned that regional support can currently be carried out by utilising the additional Rp 10.6 trillion in Transfer to Regions funds already received by all regions in Aceh, North Sumatra, and West Sumatra. Tito reminded them that the budget must be used for disaster mitigation purposes, adding that regions have also received Unexpected Expenditure assistance from the President amounting to Rp 268 billion. Tito stated that ministries and agencies that have not yet received budget allocations according to their proposals should immediately coordinate with the Ministry of Finance, as the ministry has prepared the budget to support the implementation of rehabilitation and reconstruction, particularly in 2026. “Do not let it be just because of a lack of supporting documents or administration that the money is not disbursed by the Finance Minister. The Finance Minister guarantees this money; he has prepared it,” he concluded.
