Tito Urges 16 Ministries/Agencies to Execute Post-Disaster Rehabilitation Programme for Sumatra
Home Affairs Minister Muhammad Tito Karnavian, in his capacity as Head of the Task Force for the Acceleration of Post-Disaster Rehabilitation and Reconstruction in Sumatra, has urged 16 ministries and agencies to promptly execute their rehabilitation and reconstruction programmes. He noted that of the 32 ministries and agencies responsible for implementing the rehabilitation and reconstruction master plan, 16 have already received budget allocations.
Tito conveyed this message during a Government Press Conference on the update of the Quick Best Results Programme and the acceleration of the permanent recovery phase following the Sumatra disaster, held at the Government Communication Agency office in Jakarta.
According to the data presented, the 16 ministries and agencies include the Meteorology, Climatology and Geophysics Agency, the Ministry of Primary and Secondary Education, the Ministry of Transportation, the Ministry of Housing and Settlement Areas, the Ministry of Public Works, the Ministry of Marine Affairs and Fisheries, the Ministry of Health, the Ministry of Environment, the Ministry of Agriculture, the Ministry of Social Affairs, the Ministry of Creative Economy, the National Disaster Management Agency, Statistics Indonesia, the Ministry of Home Affairs, the Coordinating Ministry for Infrastructure and Regional Development, and the Ministry of State Apparatus Empowerment and Bureaucratic Reform.
“I once again hope that the heads of ministries and agencies whose budgets have been disbursed will work quickly to execute their activity programmes,” Tito said in a written statement on Wednesday.
Under the master plan, the rehabilitation and reconstruction effort will run from 2026 to 2028 with a total budget requirement of Rp 100.1 trillion. The document was prepared by the Ministry of National Development Planning, which compiled funding proposals from each affected region through the relevant ministries and agencies.
Tito further stated that he would provide a detailed list of ministry and agency programmes to the affected regional governments. This would allow provinces, regencies and municipalities to adjust their own handling measures for areas not yet covered by central government programmes.
He has also proposed that affected regions receive additional Regional Transfer Funds in 2026 so they can carry out handling efforts in parallel with the ministries and agencies.
He noted that regional support can meanwhile be provided by utilising the additional Rp 10.6 trillion in Regional Transfer Funds already received by all regions in Aceh, North Sumatra and West Sumatra.
Tito reminded that these funds should be used for disaster mitigation purposes. In addition, regions have also received assistance from the President in the form of Rp 268 billion in Unexpected Expenditure funds.
“So if I may put it this way, the small boat is the Rp 10.6 trillion, and the President’s assistance of Rp 268 billion distributed to regional governments — that is the small boat. The big boat is from the ministries and agencies,” he explained.
Tito added that ministries and agencies that have not yet received budget allocations in line with their proposals should immediately coordinate with the Ministry of Finance. The Ministry of Finance has prepared funds to support the rehabilitation and reconstruction effort, particularly in 2026.
“Do not let it be merely a matter of missing supporting documents or administrative requirements, so that the money is not disbursed. The Finance Minister guarantees these funds; he has already prepared them,” he concluded.
Also present at the occasion were Head of the Government Communication Agency Muhammad Qodari, Secretary General of the Ministry of Home Affairs Tomsi Tohir, and other relevant officials.
