Tito Says 3 Million Houses Programme Demonstrates President's Concern for Ordinary People
“Well, to accelerate readiness for owning a house or a decent home, the Ministry of Housing and Settlement Areas has made numerous breakthroughs, including ways to make house prices more affordable,” said Tito in a written statement on Wednesday (6/5/2026). He made this remark at the Collaboration on Housing Financing and Community Empowerment event with the Ministry of Housing and Settlement Areas (PKP), the Ministry of Home Affairs, BPS, PNM, SMF, the East Kalimantan Provincial Government, and the Balikpapan City Government at the Ahmad Yani Building Raider 600/Manggar Baru Ward, Balikpapan City, East Kalimantan, on Tuesday (5/5). To succeed in this mission, the Ministry of PKP has established several programmes for ‘ordinary people’. These include partnering with banks to support the people’s housing programme. Additionally, the Ministry of PKP is coordinating with the Ministry of Finance and the Financial Services Authority (OJK) to bolster these efforts. On another front, the Ministry of PKP is collaborating with the Ministry of Home Affairs (Kemendagri) and the Ministry of Public Works (PU) to implement exemptions from Acquisition Duty on Land and Building Rights (BPHTB) for Low-Income Communities (MBR). Furthermore, there is a policy for exemption from building permit fees (PBG) for MBR. “What’s the goal? To make it cheap. The price is cheap, and then credit is also provided cheaply by the banks. So developers will compete to build houses, that’s roughly the concept,” Tito added. He further stated that the programme needs to be embraced by local government levels (Pemda), one of which is by issuing Regional Head Regulations (Perkada) to support the programme. On the other hand, regions also need to build Public Service Malls (MPP) so that the permitting process runs quickly and efficiently. “Therefore, I ask all regions together with other public services to build Public Service Malls. So in one building, there’s a one-roof system, one roof for all permits,” he said. In the context of the East Kalimantan Provincial Government, Tito urged the region to intensify the construction of MPPs throughout the area. Additionally, socialisation of the people’s housing programme needs to be carried out so that more MBR groups can utilise the programme. “The specific meeting, Sir, in East Kalimantan for several regencies that still haven’t utilised [the existence of MPP],” he emphasised. Attending the event were Minister of Housing and Settlement Areas (PKP) Maruarar Sirait, East Kalimantan Governor Rudy Mas’ud, Balikpapan Mayor Rahmad Mas’ud, and other related parties.
