The head of the Task Force for the Acceleration of Post-Disaster Rehabilitation and Reconstruction in Sumatra, who also serves as Home Affairs Minister, Tito Karnavian, outlined the progress of temporary shelter (huntara) construction for disaster-affected residents in Sumatra. Tito stated that approximately 50 per cent of the temporary shelters have now been completed.

Tito made the remarks during a meeting with the House of Representatives leadership at the Parliamentary Complex in Senayan, Jakarta, on Wednesday (18 February 2026). He said a total of 16,688 temporary shelter units had been proposed by local governments.

“The total proposed temporary shelters number 16,688, of which 8,290 have been completed, or 50 per cent. The permanent housing proposals from all local governments total 16,329, with 1,254 currently under construction. This is where we need acceleration for permanent housing,” Tito said.

Tito explained that in Aceh, 14,697 temporary shelters had been proposed, whilst proposals for permanent housing stood at 9,246 units, with 302 currently under construction.

In North Sumatra, 993 temporary shelters were proposed and 893 have been built, whilst permanent housing proposals totalled 3,462 with 297 units under construction.

For West Sumatra, Tito said 728 temporary shelters were proposed with 721 already built, whilst permanent housing proposals stood at 3,611 with 655 units under construction.

Tito stated that victims who do not wish to stay in temporary shelters would still receive a housing waiting allowance of Rp 1.8 million for three months. He noted that in Aceh, 93.87 per cent of the funds had been disbursed, in North Sumatra 99.47 per cent, and in West Sumatra 97.17 per cent, or approximately 96.48 per cent overall.

“All of this has been transferred by name, by address, in accordance with data validated by the Central Statistics Agency (BPS). In Aceh there are 1,000 units, then in North Sumatra 1,103 and in West Sumatra 500 permanent housing units,” he said.

Furthermore, Tito said that based on BPS-validated data recorded by name and address, the total number of disaster-affected homes reached 90,066 units. The breakdown comprised 35,336 lightly damaged homes, 18,129 moderately damaged, and 28,885 severely damaged or swept away.

“There are some where the data is not yet clear because the local governments simply submitted them as ‘damaged’ without providing classification. That amounts to 5,784 plus 1,922 primarily earmarked for relocation — because those homes were not actually damaged, but are situated on cliffs, ravines, or riverbanks that are extremely vulnerable,” he explained.

“The total from BPS data is 90,066. This is all by name, by address, including detailed breakdowns per regency and city with complete figures. Aceh’s total is 78,628 homes classified as moderately damaged, severely damaged, or lost. Then for North Sumatra it is 5,625 and West Sumatra 5,813,” he added.
