Tito Opens Option for PPPK Teachers to Become Central ASN, Easing Regional Budgets

Home Affairs Minister Tito Karnavian has revealed that the government is considering an option to convert the status of contract-based teachers (PPPK) into central government civil servants (ASN).

This proposal, according to Tito, is a solution to address management and financing issues for educators in the regions. “Regarding PPPK, the status is currently being discussed. Under Law 23/2014 on Regional Government, there is actually a division of authority. Specifically for the teachers being discussed, early childhood, primary, and junior secondary education falls under district/city authority. Meanwhile, senior secondary and vocational schools are under provincial authority, and higher education is under the central government,” Tito said after a meeting with DPR leadership at the Parliament Complex in Senayan, Jakarta, on Monday (10/8/2026).

He stated that based on Law Number 23 of 2014 on Regional Government, there is room for the central government to handle teaching staff and teachers. He said the government is reviewing the option of pulling PPPK teachers into central government ASN. “Specifically for teaching staff and teachers, they can be handled by the central government. So, they can be pulled in to become central government ASN, and later they could be transferred to areas that lack teachers so they don’t pile up in one place. This is currently being exercised,” he asserted.

Regarding the status of PPPK teachers, the government will hold further discussions next week. Tito hopes that the fate of these PPPK teachers can be decided soon. His ministry will conduct an in-depth study on this matter, including the capacity of regional governments. “Hopefully. We have all been asked to conduct an exercise: if the PPPK teachers are pulled, how many are there; how many part-time teachers become full-time; and what are the numbers. If they become regional ASN, how much additional funding must be given to the regions. If they become central ASN, what are the central government’s total funding needs, both for public and religious schools,” Tito said.
