Tito: Inter-regional Competition to Serve as Instrument for Achieving 'Indonesia ASRI'
The Minister of Home Affairs, Muhammad Tito Karnavian, has urged local governments to utilise inter-regional performance competitions as a momentum to strengthen the implementation of various development agendas. This includes the realisation of the ‘Indonesia Aman, Sehat, Resik, dan Indah’ (Safe, Healthy, Clean, and Beautiful Indonesia) movement, as directed by President Prabowo Subianto.
“The President has significantly raised this issue, which is one of his eight ‘Asta Cita’ priorities: addressing waste management and cleanliness, packaged within a larger concept called Indonesia ASRI,” said Tito during the Regional Sulawesi Batch II Outstanding Local Government Appreciation event at the Claro Hotel, Makassar, South Sulawesi, on Friday (18/9).
In a written statement, Tito noted that the competition employs several indicators to measure the performance of local governments at the provincial, regency, and city levels. The assessed indicators include access to and quality of healthcare services, the implementation of the Three Million Houses Programme, waste and environmental management through the AIMS (ASRI) concept, and access to education services.
During the event, the Minister of Home Affairs emphasised the importance of managing regional cleanliness and the environment as part of the efforts to realise Indonesia ASRI. He stated that local governments need to translate the President’s directives through concrete steps tailored to the specific conditions and needs of each region.
He cited the arrangement of promotional media in public spaces as an example, ensuring it does not diminish urban aesthetics. He praised the proactive steps taken by several local governments that have begun utilising videatrons as a means to organise promotional spaces in their areas.
“It has started in Jakarta; in Semarang, Bandung, and several other cities, they are implementing videatrons for promotional placements,” he said.
President Prabowo Subianto is expected to provide direct guidance to regional heads regarding the Indonesia ASRI movement. This guidance is intended to further strengthen the implementation of the movement across the regions.
In addition to encouraging environmental improvements, inter-regional competitions are also expected to motivate local governments to optimise basic services for the public. The Minister of Home Affairs hopes that the awards presented will motivate local governments to continuously improve performance and provide increasingly better services to the community.
Tito also expressed his appreciation to the leadership and members of Commission II of the Indonesian House of Representatives (DPR RI) for supporting the 2026 Outstanding Local Government Appreciation. Such support is considered vital in encouraging local governments to enhance performance and public service.
“I congratulate my colleagues who have received awards. For those who have not, I hope you feel motivated. For those who have received awards, utilise the budget and maintain your achievements. Our colleagues tonight are proof that there are many excellent regional heads,” said Tito.
