Tito: Home Affairs Ministry and Regional Governments to Support Optimisation of BSPS Programme

Home Affairs Minister Muhammad Tito Karnavian stated that his ministry and regional governments are committed to supporting the optimisation of the Self-Help Housing Stimulant Assistance (BSPS) programme. This support is in line with the plan to issue a Minister of Housing and Settlement Areas (PKP) regulation to accelerate the achievement of the target of 400,000 BSPS recipients. “This is highly anticipated and welcomed by the public because it improves the homes of underprivileged communities,” Tito said after a meeting with the Minister of PKP, the Head of the Central Statistics Agency (BPS), and the Head of the Financial and Development Supervisory Agency (BPKP) at the BPKP Office, Jakarta, Tuesday (14/7/2026).

The meeting also discussed the acceleration of permanent housing construction (huntap) for communities affected by disasters in Sumatra. Tito explained that the construction of huntap in situ is the responsibility of the National Disaster Management Agency (BNPB), while the construction of huntap for relocated residents is carried out by the Ministry of PKP. The Chair of the Task Force for the Acceleration of Post-Disaster Rehabilitation and Reconstruction (PRR) in Sumatra acknowledged that building thousands of permanent homes is not an easy task. He therefore appreciated the readiness of the Ministry of PKP, which continues to finalise development plans by involving various related parties. “Honestly, I am relieved as the Task Force Chair because seeing the timeline and the plans in progress, it looks good. In fact, a lot of coordination has already been done, including land acquisition, which is truly reassuring and we will follow up on it later,” he said.

To accelerate implementation, Tito will follow up on the plan with the Minister of Public Works, the President Director of PT PLN, and all regional heads in the disaster-affected areas of Sumatra. He assured that the government is moving quickly so that development can proceed optimally. The meeting also highlighted input from real estate business players regarding regions that have not yet implemented policies on the exemption of Building Approval (PBG) fees and Land and Building Rights Acquisition Fees (BPHTB) for Low-Income Communities (MBR). Tito emphasised that he will check on regions that have not implemented these policies. “We will give awards in six regions across Indonesia—Kalimantan, Sumatra, Sulawesi, Java-Bali, and others—in the form of fiscal incentives for regional heads who are pro-housing,” he said. Tito also requested that the BPKP carry out supervisory functions over regions that have not implemented the policy. With this step, he hopes the public housing programme can run more optimally.
