Tito Announces Rp10.6 Trillion TKD Top-Up for Sumatra
The Minister of Home Affairs (Mendagri) and concurrently Chair of the Task Force (Kasatgas) for the Acceleration of Rehabilitation and Reconstruction (PRR) Post-Disaster Sumatra, Muhammad Tito Karnavian, has affirmed an increase in the Transfer to Regions Funds (TKD) for disaster-affected areas in Sumatra to accelerate recovery. The total TKD increase is around Rp10.6 trillion. The augmentation of TKD is a realisation of the Mendagri’s proposal to President Prabowo Subianto and the Indonesian Parliament (DPR RI).
“We want to strengthen the financial capacity of local governments affected by the disaster, in the three disaster provinces of Sumatra,” Tito said in his statement on Thursday (5 March 2026). The event was the Socialisation of Circular Letter on the TKD Adjustment for the 2026 Budget Year in the APBD for disaster-affected areas in Aceh, North Sumatra, and West Sumatra.
The activity, attended by regional governments from the three affected provinces, took place virtually from the Central Office of the Ministry of Home Affairs (Kemendagri), Jakarta, on Thursday (5 March 2026).
He said the President decided the extra budget would not only be given to directly affected areas but to all districts/cities and provinces in North Sumatra, West Sumatra, and Aceh, including those not affected. “The President decided to extend the support province-wide, because it is considered a province-level disaster,” he explained.
Tito disclosed that the policy has been enacted via the Finance Minister’s Decree (KMK) of the Republic of Indonesia (RI) Number 59 of 2026. He has also issued a circular to regulate the technical use of it.
“I am trying to facilitate fellow executive heads of regional government,” he said.
Furthermore, Tito said the President asked that the additional budget be genuinely used to accelerate disaster recovery.
For areas not affected by the disaster, this budget can be used to support mitigation programmes or disaster prevention, such as repairing bridges or dams deemed vulnerable to impact.
“This also includes spatial planning handling, for instance disaster management training. I have also created an opportunity for inflation management to be addressed,” he concluded.
