The Bekasi Regency-owned enterprise (BUMD) Perumda Tirta Bhagasasi, West Java, has begun drafting a new Organisational Structure and Work Procedure (SOTK) analysis as a strategic move to ensure every employee occupies a position according to their field of competence.

“The filling of positions must be based on capacity, competence, and the workload of each human resource. Positions must be filled by the right people,” said President Director of Perumda Tirta Bhagasasi, Reza Luthfi Hasan, in Cikarang.

He stated that the kick-off and awareness event for the job analysis and SOTK drafting, held on Friday, marks the initial step towards organisational reform within the company, with completion targeted within the next few months. He emphasised that whoever occupies a particular position must be able to deliver the best performance for the company, while maintaining cohesiveness and solidarity among all employees.

“The launch through the kick-off and workshop last Friday is the starting point for implementing the principle of the right man in the right place, or placing employees according to their competence,” he said.

Chair of the Supervisory Board of Perumda Tirta Bhagasasi, Ani Gustini, expressed hope that the new SOTK analysis would be completed within a few months to serve as the basis for competent staff placement. “The drafting of the SOTK is also important to prevent overlapping duties between sections or divisions while strengthening governance as a BUMD owned by the Bekasi Regency Government,” she added.

Meanwhile, Acting Business Director Lilie Subali added that the accuracy of filling positions determines the company’s performance, both in terms of public service and business lines, in accordance with the business plan set for the 2023-2027 period. “The company’s business plan for 2023-2027 targets 569,000 direct customer connections by the end of 2027. The current position is more than 360,000 customer connections,” he said.

Throughout 2025-2026, the company has also realised the addition of customers from the industrial sector, although the quantity is still relatively small compared to household and commercial customers. “The percentage increase in industrial customers is indeed small, but the profits are multiplied compared to household or commercial customers. Hopefully this year, the addition of industrial sector customers can be maximised,” he said.
