Through the New Criminal Code, Minister of Immigration and Community Affairs to Focus on Social Work Penalties and Supervision

JAKARTA - Minister of Immigration and Community Affairs (Imipas) Agus Andrianto stated that he will push for social work penalties and supervision penalties to support the implementation of the new Criminal Code (KUHP). Agus said that through this transformation, law enforcement officials must move away from a prison-centric mindset. “Not all problems need to be answered with walls and bars. We must dare to differentiate risk levels and intervention needs,” Agus said at the National Seminar on Community Affairs held virtually on Wednesday (6/5/2026). Agus added that currently, the Directorate General of Corrections (Ditjen Pas) has prepared 968 locations for implementing social work penalties, supported by 1,888 partners through 719 cooperation agreements across Indonesia. He also said that to bring services closer to the public and law enforcement officials, the Directorate General of Community Affairs proposes building 100 new Community Affairs Centres (Bapas) throughout Indonesia according to priority scale. “Along with that, derivative regulations in the form of guidelines for social work penalties and supervision penalties have now been completed by Ditjen Pas,” he stated. He mentioned that the ideal need for correctional guidance officers throughout Indonesia reaches 16,422 people. Meanwhile, Ditjen Pas only has 2,686 personnel, resulting in a shortage of 13,736 officers. “To address this challenge, the Directorate General of Community Affairs has proposed fulfilling the needs gradually, namely 8,609 Correctional Guidance Officers and 902 Assistant Guidance Officers,” he said.
