The Ministry of Immigration and Correctional Services (Kemenimipas) has established 15 Action Programmes for 2026, which will serve as the operational framework for its staff from central to regional levels, monitored through the STAR Proaksi application. Minister of Imipas, Agus Andrianto, emphasised that all personnel must ensure their performance yields results that benefit both the internal organisation and the wider community.

“Do not feel successful simply because something has been executed, such as a letter being sent or a report being completed,” said Minister Agus during the opening of the Kemenimipas 2026 Coordination Meeting in Central Jakarta on Monday (21/9/2026).

“What must be ensured is the result, the benefit, and whether the issues intended to be resolved have truly been improved,” he asserted.

STAR Proaksi serves as both a channel and a work supervision dashboard, based on a single-source data concept. Minister Agus stated that STAR Proaksi is designed to monitor, measure, and report the implementation of the 15 Kemenimipas Action Programmes.

Minister Agus requested that all staff provide honest, accurate, and timely data within the platform. “The Ministry requires an authentic overview so that the decisions made are also precisely targeted,” he said.

He expressed hope that his staff would realise that the 15 programmes formulated for the 2026 work period are efforts by the Ministry to create positive change. The STAR Proaksi application, Minister Agus added, has reached 861 work units as of 18 September 2026.

“These programmes must produce real and tangible changes,” said Agus.

Minister Agus subsequently reminded staff of the distinction between ‘output’ and ‘outcome’ in a programme. “Output is what is done, whereas outcome is the change that is produced,” he noted.

These programmes do not only target the strengthening of the core duties and functions of immigration and correctional services. They also include several agendas whose benefits are directed more broadly towards the public.

The 15 Kemenimipas Action Programmes include initiatives such as food self-sufficiency through agriculture, fisheries, and livestock within prisons; the empowerment of inmates through healthy kitchens to support the free nutritious meal programme; the marketing of inmate products through cooperatives and MSMEs; and free health checks and social services for communities surrounding technical implementation units (UPT).

In the field of immigration, the action programmes include targeting service digitalisation, the simplification of visa regulations to support investment, and the prevention of human trafficking and smuggling through the Village-Based Immigration Officer initiative.
