Through Operation Gurita, Merak Customs Intensifies Crackdown on Illegal Cigarettes in Banten
The Merak Customs Office continues to intensify efforts to eradicate the circulation of illegal tobacco excise goods (BKC HT) through Operation Gurita in several areas of Banten Province. This activity focuses on market operations and integrated surveillance to protect the public, maintain state revenues, and create a healthy and fair business climate.
The operation, which took place from 6-10 April 2026, targeted shops and kiosks in Cilegon City, Serang City, Serang Regency, Lebak Regency, and Pandeglang Regency. This step is a follow-up to public reports regarding alleged circulation of illegal cigarettes in those areas.
Head of the Outreach and Information Services Section of Merak Customs, Dedy Kurniawan, emphasised that Operation Gurita represents a tangible presence of the state in protecting the public and compliant business actors. He stated that the circulation of illegal cigarettes has broad impacts, both on state revenues and public health aspects.
“The circulation of illegal excise goods, in this case illegal tobacco products, harms many parties. The state loses revenue, and compliant business actors are disadvantaged,” said Dedy.
In addition to conducting surveillance and enforcement, Merak Customs also prioritises an educational approach by providing outreach to traders and the public. The materials presented include tobacco excise regulations, characteristics of illegal cigarettes, and the negative impacts of their circulation.
Dedy explained that through this activity, business actors are beginning to understand the importance of fulfilling licensing obligations. Thus, they can operate legally and in accordance with applicable regulations.
“The success of eradicating illegal BKC, especially illegal cigarettes, also requires public support. Let us together create a clean market climate, fair business, and optimal state revenues for shared welfare,” said Dedy.
