Three West Java Police Officers Who Intimidated Bundaran HI Security Guard Violate Code of Ethics, Face Sanctions

The West Java Regional Police (Polda Jabar) has apologised for the actions of three of its officers who intimidated security guard Fiktor Harefa at the Hotel Indonesia (HI) Roundabout in Jakarta some time ago. The three have been found to have violated the code of ethics and will be placed in special confinement (patsus).

Head of Public Relations for the West Java Police, Commissioner Hendra Rochmawan, conveyed the apology to Fiktor Harefa, a security guard in the Bundaran HI area, for the inappropriate actions of the three West Java Police personnel. Despite a peace agreement being reached between the parties, the Police Professional Responsibility Division (Bidpropam) continued its investigation.

‘The result is that sufficient evidence was found of an alleged violation of the Police Professional Code of Ethics as stipulated in Police Regulation Number 7 of 2022,’ he said on Saturday (25/7/2026).

He stated that the next process will be carried out through a hearing mechanism by the Police Code of Ethics Commission. The West Java Police affirmed their commitment to acting firmly, professionally, and transparently against any violations committed by their members. They also expressed appreciation for all criticism and input from the public as part of efforts to improve and enhance services.
