Three People Named as Suspects in Sewing Machine Procurement Case at Sudin PPKUKM, East Jakarta

East Jakarta State Prosecutor’s Office has named three individuals as suspects in a case of alleged corruption in the procurement of sewing machines within the East Jakarta Suku Dinas Perindustrian, Perdagangan, Koperasi, Usaha Kecil, dan Menengah (Sudin PPKUKM). Head of the East Jakarta State Prosecutor’s Office, Topik Gunawan, said investigators from the Special Crimes (Pidsus) unit have questioned 30 witnesses and experts and gathered a number of evidentiary items. The three suspects are IRM, the Director of PT SCS, the supplier of the sewing machines, and PAR and DER, who served as Pejabat Pembuat Komitmen (PPK). In 2022, Sudin PPKUKM Jakarta Timur carried out procurement of 800 sewing machines with a value of Rp 2.72 billion, or about Rp 3.4 million per unit. Subsequently in 2023, procurement again of 800 units was conducted with a value of Rp 3.28 billion, or about Rp 4.1 million per unit. In 2024, procurement of 800 units was carried out with a total value of Rp 3.05 billion, or about Rp 3.8 million per unit. During the procurement process via the electronic purchasing catalogue, several irregularities were alleged. “IRM and PAR, as PPK, in formulating Technical Specifications, Harga Perkiraan Sendiri (HPS), and Kerangka Acuan Kerja (KAK) based on data obtained and accountable data, instead used data provided by the supplier, PT SCS,” Topik said. He also noted changes to the technical specifications that were not supported by technical justification data. Based on a BPKP audit, the actions of the suspects resulted in state financial losses of Rp 4.07 billion. In relation to their acts, the three suspects were charged under Article 603 in conjunction with Article 20(1)(a) or (c) of Law No. 1 of 2023 on the Penal Code (KUHP) in conjunction with Article 18 of Law No. 31 of 1999 on the Eradication of Corruption as amended by Law No. 20 of 2001. In a subsiding indictment, the suspects were also charged under Article 604 in conjunction with Article 20(1)(a) or (c) of Law No. 1 of 2023 on the KUHP in conjunction with provisions in Indonesia’s Anti-Corruption Law. In a prior search, investigators seized several documents and items, including DPA documents, a computer, a CPU, and other administrative files. “That is necessary for the purposes of investigation and for those documents we will proceed to seizure and forward to the court for seizure,” said Adri E Pontoh, Head of Pidsus, East Jakarta State Prosecutor’s Office, to reporters, on Monday (11 November 2025). The sewing machine procurement project ran from 2022 to 2024 and covered the Jakarta region, including East Jakarta.
