Three Officers Who Intimidated Security Guard at Bundaran HI Violated Code of Ethics, West Java Police Promise Sanctions

BANDUNG — West Java Regional Police (Polda Jabar) have confirmed they will impose sanctions on three of their members who intimidated security guard Fiktor Harefa at the Hotel Indonesia roundabout in Jakarta. Polda Jabar has also apologised to the security guard over the arrogance displayed by the three officers.

Head of Public Relations at West Java Regional Police, Kombes Hendra Rochmawan, conveyed an apology to the security guard at the Hotel Indonesia roundabout for the arrogant and improper conduct of the three Polda Jabar members. Although a reconciliation has been reached, he said this would not erase the sanctions against the three officers.

“Reconciliation between the parties does not remove the code of ethics sanctions against the three members Ipda DG, Bripka BS, and Briptu RPW,” he said, citing a statement on the West Java Police Professional Ethics Division (Propam) Instagram account on Saturday (25/7/2026).

Hendra said the West Java Police Propam Division had examined the three members, with the finding that there was sufficient evidence they had violated the police professional code of ethics under Police Regulation Number 7 of 2022.

“The examination has been carried out, with the result that sufficient evidence was found of a breach of the police professional code of ethics,” he said.

He said the outcome would proceed through the code of ethics process and a police professional ethics hearing. The force, he added, is committed and consistent in acting firmly and transparently against any violations committed by its members.

Previously, it emerged that the matter began when an Alphard ran a red light at a pelican crossing in the Hotel Indonesia roundabout area, specifically on Jalan MH Thamrin, on Wednesday (22/7/2026). Fiktor, who was about to cross at the time, spontaneously struck the windscreen of the Alphard. The driver, taking offence, then stopped the vehicle, and Fiktor approached to resolve the matter.
