Three New Regulations from Prabowo to Accelerate Food Self-Sufficiency

President Prabowo Subianto has issued three regulations to accelerate the national food security and self-sufficiency agenda. The aim is to enhance national food resilience as one of the foundations for realising national independence.

“The government continues to make various efforts to improve national food security,” stated an official release quoted from the JDIH website of the Ministry of State Secretariat, Sunday, 19 April 2026.

The first regulation is Presidential Regulation Number 14 of 2026 on the Acceleration of Post-Harvest Infrastructure Provision for National Food Security. This regulation is intended to encourage synergy between the central and regional governments in accelerating the provision of post-harvest infrastructure in various regions.

The policy mentions that accelerating the provision of post-harvest infrastructure requires support from ministries/institutions and regional governments through expedited licensing and non-licensing processes, land provision, and resolution of on-site obstacles. This acceleration is expected to reduce dependence on rented warehouses while promoting equitable availability of post-harvest infrastructure.

The second regulation is Presidential Instruction Number 2 of 2026 on the Acceleration of Food Self-Sufficiency in the Agricultural Sector to Realise National Resilience and National Independence. Through this instruction, the President directs the Minister of Agriculture, Minister of Finance, Head of the State-Owned Enterprises Regulatory Agency, and Head of the Implementing Agency for the Nusantara Future Investment Management Agency (BP Danantara) to take coordinated and integrated steps according to their respective authorities.

The instructions cover accelerating the availability of domestic food production, improving food distribution, consumption patterns, food accessibility, and implementing sustainable agricultural cultivation systems, while resolving various on-site obstacles.

In the same instruction, the Minister of Agriculture is also tasked with assigning duties to several state-owned enterprises in the agricultural, agroindustry, and food logistics sectors, including PT Agrinas Pangan Nusantara (Persero), PT Agrinas Palma Nusantara (Persero), PT Perkebunan Nusantara III (Persero), PT Rajawali Nusantara Indonesia (Persero), PT Pupuk Indonesia (Persero), and Perum Bulog, as well as other state-owned enterprises in accordance with applicable laws and regulations.

The third regulation is Presidential Instruction Number 3 of 2026 on the Procurement and Management of Domestic Corn and the Distribution of Government Corn Reserves for 2026–2029. This instruction is issued to strengthen government corn reserves while encouraging an increase in farmers’ incomes to achieve corn self-sufficiency.

Presidential Instruction Number 3 of 2026 is addressed to several ministers, including the Coordinating Minister for Food, Coordinating Minister for the Economy, Minister of National Development Planning/Head of Bappenas, Minister of Transportation, Minister of Public Works, Minister of Defence, Minister of Home Affairs, Minister of Agriculture, Minister of Trade, Minister of Cooperatives, Minister of Finance, and Minister of Industry.

In addition, instructions are given to the Head of the State-Owned Enterprises Regulatory Agency, Commander of the Indonesian National Armed Forces, Chief of the Indonesian National Police, Attorney General, Head of the National Food Agency, Head of the Central Statistics Agency, Head of the Corruption Eradication Commission, regional heads, and the President Director of Perum Bulog.
