Three Indonesian Mobile Operators Secure 700 MHz and 2.6 GHz Spectrum in Auction

The Ministry of Communication and Digital Affairs (Komdigi) has announced the winners of the 700 MHz and 2.6 GHz frequency auctions. The three mobile operators, Telkomsel, XL Axiata, and Indosat Ooredoo Hutchison, were declared the winners after a transparent and accountable process.

The 700 MHz frequency is primarily used to expand 4G network coverage and equalise 5G networks in remote areas. Meanwhile, the 2.6 GHz frequency is crucial for increasing internet speed and accelerating 5G networks.

For the 700 MHz frequency, XL Axiata secured a 30 MHz block, while Telkomsel and Indosat Ooredoo Hutchison each obtained 20 MHz. In the 2.6 GHz band, Telkomsel won 80 MHz, Indosat Ooredoo Hutchison secured 60 MHz, and XL Axiata obtained 50 MHz.

Minister of Communication and Digital Affairs Meutya Hafid stated that the three operators emerged as winners because they followed all the clear stages of the process. “[The result] was through an auction process, meaning the three participated transparently, accountably, and openly, and this is the result,” Meutya said in Jakarta on Tuesday (21/7/2026).

With the conclusion of the auction, Meutya hopes to drive a better and faster national digital transformation, delivering tangible and equitable benefits to the public. The three operators are expected to provide 4G services in 538 villages and sub-districts. Furthermore, they have committed to accelerating 5G network deployment to reach at least 51% coverage within five years, implemented in stages annually. Each operator can choose their desired coverage cities. Meutya said the target for mobile broadband speeds is expected to gradually jump to 100 Mbps by 2029.
