'Three-in-one policy to stay'

JAKARTA (JP): The city administration considers the three-in- one policy as the best way to overcome traffic congestion in the city, an official says.

The head of the City Land Transport Control Agency, JP Sepang, announced on Sunday night that the administration has no intention of changing the policy.

"We don't have any other choice. Traffic would be even worse if the policy was lifted," he said.

Golkar's Jakarta chapter recently urged the city administration to change its policy because the rule has not solved traffic problems and has had a negative impact.

Tadjus Sobirin, the chairman of Golkar's Jakarta chapter, said the policy has been proven ineffective.

The three-in-one policy requires a car to carry at least three passengers in certain areas of the city at certain times.

The regulation has led children to offer their services as jockeys to cars carrying less than three people.

The administration then established that the jockeys broke regulations. Many three-in-one children have been detained for the new offense. (yns)
