Three First Wave Waste Processing Projects Officially Granted PSN Status

The government has designated three Waste-to-Energy (PSEL) facility projects as National Strategic Projects (PSN). The three projects cover PSEL facilities in Bekasi, Bogor Raya, and Denpasar Raya, which are part of the first wave of PSEL project implementation. This designation refers to Coordinating Minister for Economic Affairs Regulation Number 16 of 2025, which includes the Integrated Waste Management Programme in the List of National Strategic Projects, as well as Presidential Regulation Number 35 of 2018 and Presidential Regulation Number 109 of 2025 concerning the acceleration of environmentally friendly technology-based waste-to-energy facility development. The PSN status affirms that the development of waste-to-energy processing facilities is now part of the national priority agenda. In addition to contributing to solving urban waste problems, these projects are also expected to support increasing the renewable energy mix, reducing emissions, and developing more sustainable urban infrastructure. As a company established to develop a national PSEL platform, PT Daya Energi Bersih Nusantara (Denera), a subsidiary of PT Danantara Investment Management (DIM), is tasked with developing waste-to-energy projects through strategic investment, technology selection, and cross-sector partnerships. Chief Executive Officer of PT Danantara Investment Management (DIM), Pandu Sjahrir, stated that the designation of PSN status for the three projects is an important momentum in building the foundation of the PSEL industry in Indonesia. ‘The designation of PSN status for these three first-wave locations demonstrates the government’s commitment to delivering integrated solutions to address the waste crisis. This initiative covers improving the waste management system, reducing dependence on final disposal sites, and optimising waste utilisation into energy,’ said Pandu in his statement on Wednesday (10/6/2026). The PSN status designation was carried out through a National Strategic Project Certificate issued by the Committee for the Acceleration of Priority Infrastructure Provision (KPPIP) of the Coordinating Ministry for Economic Affairs to the respective Developer and Manager Business Entities (BUPP) in the three locations. The three BUPPs that have obtained PSN status are PSEL Bekasi City (West Java Province) implemented by Bekasi Environment Nusantara, PSEL Bogor Raya (West Java Province) implemented by Nusantara Bogor New Energy, and PSEL Denpasar Raya (Bali Province) implemented by Nusantara Bali New Energy. The three BUPPs were formed based on the results of DIM’s selection of PSEL partners. The BUPP is responsible for the development and implementation of the project in each location according to the plans and governance agreed upon with the government. With PSN status, these projects will receive implementation support through strengthened cross-ministerial and agency coordination, facilitation of project obstacle resolution, and various instruments needed to ensure development runs efficiently and on target. ‘The designation of PSN status shows that waste management through PSEL is no longer just a regional need, but part of a national strategic interest. For Denera, this status not only accelerates realisation in the three initial locations but also serves as an important foothold for developing PSEL facilities in subsequent locations,’ said Denera Chief Executive Officer Fadli Rahman. Fadli stated that as part of the national waste management transformation effort, DIM and Denera view these three projects as the initial foundation for developing the PSEL ecosystem in Indonesia. He added that through collaboration with the government, regional governments, technology partners, and various stakeholders, Denera strives to deliver solutions that not only address urban waste challenges but also create sustainable environmental, social, and economic value for the community.
