Three Defendants in Wae Kaca Irrigation Project Demanded 17 Months' Imprisonment
Three defendants in the criminal corruption case concerning the rehabilitation package of the Wae Kaca irrigation network in Watu Rambung Village, South Lembor Subdistrict, West Manggarai, East Nusa Tenggara (NTT), have been demanded sentences of one year and five months’ imprisonment, equivalent to 17 months, along with fines of Rp 50 million each.
The demands were read out by the public prosecutor (JPU) during a hearing at the Kupang Corruption Court (Tipikor) on Tuesday (7/4/2026).
“Indeed, the demands against the three defendants are the same: one year and five months’ imprisonment and a fine of Rp 50 million,” stated the Head of the Intelligence Section (Kasi) of the West Manggarai District Prosecutor’s Office, Ngurah Agung Asteka Pradewa Artha, in his remarks on Tuesday night (7/4/2026).
The three defendants are Stefanus Egidius Syukur, who served as the project committing officer (PPK) for the irrigation project carried out in 2021. Stefanus is a civil servant (ASN) at the West Manggarai Regency Public Works, Spatial Planning, Housing, and Settlement Area Office.
The other two defendants are Fidelis Suhardi and Irwan Ardana. Fidelis is the Director of CV Duta Teknik Mandiri, the contractor executing the irrigation project. Meanwhile, Irwan is the Director of PT Dwipa Mitra Konsultan, the supervisory consultant.
In addition to the prison sentences and fines, two defendants, Stefanus and Fidelis, have also been demanded to pay restitution for state losses in different amounts. There is no demand for restitution payment against Irwan.
Agung stated that the JPU demands Stefanus pay restitution of more than Rp 40 million. Meanwhile, Fidelis is demanded to pay restitution of more than Rp 420 million.
In the demands, the JPU states that the three defendants have been proven guilty legally and convincingly of committing the criminal act jointly with the intent to benefit themselves or others or a corporation by abusing authority, opportunities, or means available due to their positions, which harms the state’s finances or economy.
This is regulated and punishable under Article 3 in conjunction with Article 18 of Law No. 31 of 1999 on the Eradication of Corruption as amended by Law No. 20 of 2001 on Amendments to Law No. 31 of 1999 on the Eradication of Corruption in conjunction with Article 20 letter c of Law No. 1 of 2023 on the Criminal Code as stated in the first alternative indictment subsidiary.
The budget allocation for the Wae Kaca irrigation network rehabilitation project was more than Rp 802 million. The project funds came from the 2021 West Manggarai Regency Regional Revenue and Expenditure Budget (APBD).
The value of state financial losses from this alleged corruption offence amounts to more than Rp 460 million. The modus operandi involved reducing the volume of work.
