To embrace this new penal paradigm, the Ministry of Immigration and Correctional Services is not merely theorising. We have undertaken follow-up actions and highly practical strategic steps on the ground. First, the Directorate General of Corrections (Ditjenpas) has prepared 968 locations for implementing social work, supported by 1,888 partners through 719 cooperation agreements across all regions of Indonesia,” explained Minister Agus at the National Corrections Seminar in Jakarta on Wednesday (6/5/2026). He then stated that Ditjenpas has also proposed the construction of 100 new correctional facilities. This aims to bring services closer to the community and improve coordination with law enforcement agencies. “Second, to bring services closer to the community and law enforcement agencies, the Directorate General of Corrections in 2026 is taking a strategic step by proposing the construction of 100 new correctional facilities across Indonesia according to priority scales,” said Minister Agus. Efforts to enhance coordination with law enforcement agencies are also being carried out by establishing community guidance posts (pos bapas) in correctional facilities, detention centres, special child development institutions (LPKA), and in each regional office (kanwil) of Ditjenpas. “And establishing the working mechanism for pos bapas in correctional facilities, detention centres, LPKA, and kanwil. Along with that, derivative regulations in the form of guidelines for social work penalties and supervision penalties have now been completed by the Directorate General of Corrections,” continued Minister Agus. The third concrete step is to increase the number of community guidance officers (PK). Currently, revealed Minister Agus, the number of PK is still far from ideal. “Fulfilling the human resources for community guidance officers, the ideal need for community guidance officers across Indonesia reaches 16,422 people. Meanwhile, we currently only have 2,686 people,” he said. Because there is a shortfall of 13,736 PK based on the ideal need, Minister Agus said that Ditjenpas will submit proposals for additional related personnel gradually. The first phase proposed is 8,609 PK personnel. “We are short 13,736 personnel. To address this challenge, the Directorate General of Corrections has proposed fulfilling the needs gradually, namely 8,609 community guidance officer human resources and 902 assistant community guidance officers,” concluded Minister Agus.
