Three Clusters in the MBG Case So Far: SPPG, Electric Motorcycles, and Food Trays
The Attorney General’s Office (Kejagung) has named seven suspects in an alleged corruption case concerning the governance of the free nutritious meal programme (MBG). To date, the case comprises three clusters: collusion over service unit locations (SPPG), the procurement of electric motorcycles, and the supply of food trays (ompreng) for the MBG.
Based on records from Sunday (5/7/2029), the Kejagung most recently named the Secretary of the Deputy for Promotion and Cooperation at the National Nutrition Agency (BGN), Lalu Muhammad Iwan (LMI), as a suspect. This brings the total number of suspects in the alleged MBG governance corruption to seven.
‘We have named one more suspect, namely LMI (Lalu Muhammad Iwan). He served as the Head of the Legal and Public Relations Bureau at BGN until March 2025 and currently serves as the Secretary of the Deputy for Promotion and Cooperation at BGN,’ said the Director of Investigation at the Junior Attorney General for Special Crimes, Syarief Sulaeman Nahdi, to reporters at the Kejagung Round Building in South Jakarta on Thursday (2/7).
The seven suspects in the MBG corruption case at BGN are:

Regarding the SPPG Location Collusion Case, the Director of Investigation at the Junior Attorney General’s Office for Special Crimes, Syarief Sulaeman Nahdi, explained that investigators are conducting parallel investigations to uncover illegal practices within the agency responsible for the MBG programme. ‘The first is the buying and selling of points (locations),’ Syarief said during a press conference at the Kejagung Round Building in South Jakarta on Friday (12/6). ‘The second is the procurement of goods or services.’
In this cluster, investigators are focusing on allegations that parties were trading SPPG location points. A suspect from the private sector, Asep Yusuf Somantri (AYS), a close associate of former BGN Deputy Head Sony Sonjaya, is alleged to have been involved in determining SPPG locations in various regions. Sony allegedly gave Asep access to intervene with the MBG partner verification team, allowing Sony to know which kitchen points were vacant and to cancel the status of prospective SPPGs that had been approved on the MBG partner portal.
Meanwhile, suspect Glory Harimas Sihombing (GHS) was allegedly asked by former BGN Head Dadan Hindayana to find partners for the implementation of the MBG. ‘That Saudara DH unlawfully gave access to Saudara GHS to obtain SPPG kitchen points for the foundation owned by Saudara GHS,’ Syarief said on Thursday (18/6). After the foundation owned by GHS, the Indonesia Food Security Review Foundation, obtained the SPPG kitchen points, he allegedly sold these kitchen points to other parties. Glory Harimas also allegedly received access from Dadan to communicate with the verification team appointed by Dadan, a condition that benefited Glory Harimas’s foundation. ‘The foundation sold the SPPG kitchen points to parties wishing to establish kitchens in those point locations,’ he said. ‘Thus, Saudara GHS could arrange for the rollback of SPPGs under the auspices of Saudara GHS’s foundation to restore their status.’ After arranging the SPPG points, Glory allegedly gave a sum of money to Dadan, sourced from MBG partners assisted by Glory Harimas. ‘Saudara GHS unlawfully gave a sum of money, both in foreign currency and rupiah, to Saudara DH, given in cash and sourced from MBG partners who requested Saudara GHS’s help to become MBG partners,’ he said.
The second cluster relates to the procurement of supporting assets, specifically electric motorcycles, which did not comply with regulations. In this cluster, the Kejagung named Andri Mulyono (AM), Commissioner of PT Yasa Artha Trimanunggal (YAT), as a suspect. AM allegedly engaged in lobbying with former BGN Deputy Head Lodewyk Pusung before the project even began, marked up prices, and manipulated handover minutes (BAST). ‘The project budget was around Rp 1.1 trillion. We can state there was a markup because the formation of the owner’s estimate (HPS) was conducted unlawfully or was conditioned,’ Syarief explained. Syarief stated that PT YAT did not meet the requirements to be an electric motorcycle vendor because it did not yet have an active dealer and workshop. Andri allegedly cooperated with another company to meet the procurement requirements. Andri also allegedly approached BGN officials to arrange the procurement process, including the price markup. The Kejagung stated the motorcycle price was unreasonable. ‘AM inflated or marked up the price for each electric motorcycle unit,’ he said. Besides the markup, Andri allegedly unlawfully received 100% payment from BGN for the procurement of the electric motorcycles, even though the motorcycles had not been fully assembled and their specifications did not meet the standards. ‘That Saudara AM unlawfully received full 100% payment for the procurement of electric motorcycles as per the manipulated handover minutes, as if the motorcycle assembly was complete and met specifications. In fact, the price and specifications of the electric motorcycles did not meet the required standards and needs of BGN,’ he stated.
In the third cluster, Lalu Muhammad Iwan (LMI), the Secretary of the Deputy for Promotion and Cooperation at BGN, allegedly initiated the establishment of a ‘company’ to monopolise the procurement of food trays (ompreng) for personal gain. This illegal practice was allegedly carried out by LMI in 2025. ‘So his role was that in 2025, this Saudara LMI asked Witnesses YCS and RD to establish a company, with the aim of serving as a vehicle to sell food tray equipment to prospective SPBG partners,’ Syarief said.
