Jakarta, CNBC Indonesia - The government has begun disbursing the Tunjangan Hari Raya (THR) for Civil Servants (ASN), including PPPK, TNI/Polri personnel, and retirees, on 26 February 2026. The disbursement will be phased.

Coordinating Minister for Economic Affairs Airlangga Hartarto said the total THR budget this year is Rp55 trillion, up 10% from last year.

The payment procedure for THR is regulated in the Ministry of Finance Regulation (PMK) Number 13 of 2026 on Technical Guidelines for the Implementation of THR Payments and the Thirteenth Month Salary for 2026 sourced from the APBN.

In the regulation, THR payments to civil servants will be charged to the budget performance list (DIPA) of each work unit. For non-structural institutions that are not work units, payments are charged to the ministry/government agency’s DIPA or its head work unit.

Subsequently, THR will be paid via direct payment into each recipient’s account through a web-based payroll application.

For work units under the Ministry of Defence and the Indonesian National Army (TNI), the mechanism follows the special rules for wage spending within the MoD and TNI.

“Regarding the procedures for the payment of employee remuneration within the Ministry of Defence and the Indonesian National Army, the Ministry of Finance’s regulations on the implementation of the State Treasury and Budget system, and the Ministry of Finance’s regulations on the implementation of the SAKTI system,” the regulation states.

Meanwhile, for work units of Public Service Agency (BLU), THR payments funded from PNBP are accounted for through the BLU revenue and expenditure approval mechanism.

Regarding pensioners, retirement benefit recipients, and recipients of allowances, payments are made through PT Taspen (Persero) or PT Asabri (Persero).

“PT Taspen (Persero) or PT Asabri (Persero) submit invoices for THR or the thirteenth salary payments to the authorised user of the budget. The THR invoice is submitted at the earliest 1 working day before the first day of payment,” the regulation states.
