THR for civil servants, PPPK, the TNI and the Polri disbursed: amounts and components
Jakarta – The government has begun disbursing the Tunjangan Hari Raya (THR) for ASN, including PPPK, the TNI/Polri personnel, and retirees, on 26 February 2026. The disbursement is being carried out in stages.
Coordinating Minister for Economic Affairs Airlangga Hartarto said the budget totals Rp55 trillion, up about 10% from last year. In 2026, THR will be paid to 2.4 million ASN at the central level/TNI/Polri with APBN Rp22.2 trillion, 4.3 million ASN at the regional level through APBD Rp20.2 trillion, and 3.8 million retirees with Rp12.7 trillion from APBN.
“The components paid at 100% include basic salary, family allowance, food allowance, and the position or performance allowance in accordance with applicable regulations. THR is different from the 13th salary, and I emphasise that THR is not the same as the 13th salary,” Airlangga said at a press conference on Tuesday (3/3/2026).
THR recipients include PNS, CPNS, PPPK, heads of state entities, TNI soldiers, members of the Police, retirees, pension recipients, recipients of allowances, deputy ministers, special staff within ministries/institutions, the KPK supervisory board, ad hoc judges, leaders and members of non-structural bodies, leaders of Public Service Agencies (BLU), leaders of the public broadcasting institution, officials whose monetary rights or administrative rights are equated or at the level of: ministers, deputy ministers, senior officials, administrative officials, supervisory officials.
Additionally, recipients funded from APBD include:
PNS and CPNS working in regional agencies
PPPK working in regional agencies
governors and vice governors
regents/mayors and their deputies
leaders and members of the DPRD
leaders of BLU Daerah
non-ASN staff working in regional agencies that apply the budgeting model of a Regional Public Service Body
other state apparatus in accordance with statutory provisions.
The exact THR amount will be adjusted according to grade and years of service, structural or functional position, and whether central or regional. This THR will be paid in full, as with THR in 2024 and 2025.
- 2020
THR was only paid to ASN with posts below Eselon II and retirees.
Components: Basic salary, family allowance, food allowance, and job/official allowances (Performance Allowance not counted as THR component).
- 2021
THR components: Basic salary, allowances attached to the basic salary.
- 2022
THR components: Basic salary, allowances attached to the basic salary, and 50% of the Performance Allowance.
- 2023
THR components: Basic salary, allowances attached to the basic salary, and 50% of the Performance Allowance.
- 2024
THR components: Basic salary, family allowance, food allowance, job/official allowances, and 100% of the Performance Allowance.
- 2025
THR components: Basic salary, family allowance, food allowance, job/official allowances, 100% of the Performance Allowance.
