THR for Civil Servants Not Yet Fully Disbursed: Where is the Money Stuck?
A number of civil servants (ASN) have not yet received their Idul Fitri Allowance (THR) in full by the end of March. Finance Minister Purbaya Yudhi Sadewa assured that the issue is not with budget availability, but rather with the administrative processes at the ministry and agency (K/L) level.
Purbaya stated that the disbursement of THR heavily depends on submissions from each agency. The Ministry of Finance, he said, only channels the funds after the documents are deemed complete and compliant with regulations.
“It is submitted by the ministries/agencies. For us, as soon as it comes in, it is paid,” said Purbaya at the Ministry of Finance in Jakarta on Friday (27/3/2026).
He acknowledged that there are still submissions that are not yet complete administratively. This prevents the disbursement from being processed even though the budget is already available. “You can ask the submitters. Perhaps the requirements are not yet complete,” he said.
Purbaya emphasised that the government has prepared the entire THR budget. Thus, there are no issues from the funding side. Disbursement can be carried out immediately if the submissions from agencies meet the requirements.
“The money is already there. It’s just the submission process,” he said.
As of 25 March 2026 at 15:00 WIB, the realisation of THR payments for central government apparatus reached Rp18.5 trillion to 2,500,524 employees and personnel. The details are: civil servants Rp10.33 trillion for 926,072 employees, non-permanent government employees (PPPK) Rp1.04 trillion for 429,771 employees, and Police (Polri) members Rp3.42 trillion for 489,654 personnel.
In addition, TNI soldiers have received Rp3.37 trillion for 581,434 personnel, and non-civil servant employees Rp344.8 billion for 73,593 employees.
Administratively, 8,891 work units have paid THR. All K/L or 98 agencies have also submitted payment requests, although not all have been fully disbursed.
On the other hand, THR payments for pensioners are nearly complete. The realisation reaches Rp12.15 trillion for 3,728,195 pensioners or equivalent to 99.67 percent. The distribution is carried out through PT Taspen for Rp10.70 trillion and PT Asabri for Rp1.44 trillion.
Meanwhile, in local governments, THR distribution also shows progress. As of the same date, the realisation reaches Rp20.54 trillion for 4,333,310 employees. 523 local governments out of a total of 546 or about 95.79 percent have distributed THR.
For some ASN, this delay feels significant amid increasing needs ahead of Eid al-Fitr. The government is urged to ensure more orderly administrative processes in each agency so that employees’ rights can be received on time.
