Thousands of Deaths in Europe During Heatwave: What Can Nations Do?
An extreme heatwave has once again struck Europe this summer, triggering a surge in illness, mass fatalities, and infrastructure damage. Temperatures in several parts of the continent exceeded 40 degrees Celsius on Sunday (28/6), including in Germany, the Czech Republic, and Poland, directly impacting transport services. In France, health authorities reported 1,000 excess deaths due to the heatwave that began on 20 June. Although storms later hit some regions after average temperatures reached 29.8 degrees Celsius, one French city recorded an extreme high of 44 degrees Celsius. World Health Organization (WHO) Director-General Tedros Adhanom Ghebreyesus stated that a total of 1,300 deaths have been reported across Europe since 21 June. In a post on platform X, he warned that Europe is the fastest-warming continent on Earth, heating at twice the global average rate, and stressed that its infrastructure was not designed to withstand such high temperatures. The French public health agency noted that the majority of victims were aged 65 and over, though the extreme heat affects the health of the entire population. In Spain, a 90-year-old woman and a 68-year-old man reportedly died from heatstroke, while in Germany, at least seven people died in heat-related incidents, including swimming accidents in Berlin. Garyfallos Konstantinoudis from the Grantham Institute explained that the main danger is heat stress, a condition where the body struggles to regulate its own temperature, leading to dehydration, heat exhaustion, and heatstroke. Meteorologists attribute the extreme temperatures to a heat dome, a large area of high pressure that formed over Western Europe. This phenomenon is reinforced by an omega block weather pattern, which traps hot air in one region for days or weeks. Scientists confirm that human-induced climate change has made such heatwaves 30 times more likely than in the pre-industrial era. The global average temperature has already risen by about 1.25 degrees Celsius, temporarily touching 1.55 degrees Celsius above pre-industrial levels in 2024. European nations are beginning to take adaptive measures. Barcelona has opened more than 500 climate shelters, while Paris and Denmark are increasing monitoring of the welfare of the elderly. At the policy level, the European Trade Union Confederation is urging the establishment of a maximum working temperature law to protect labourers. However, short-term solutions like air conditioning present a dilemma. The United Nations Environment Programme (UNEP) warns that increased use of air conditioning exacerbates global warming due to fossil fuel energy consumption and the emission of synthetic hydrofluorocarbon gases. UNEP recommends passive cooling strategies instead. Experts emphasise that without drastic reductions in greenhouse gas emissions, these adaptation measures will ultimately prove insufficient to cope with the continually rising temperatures.
