Thousands Fall Victim to Fraud, Hajj Ministry Urged to Tighten Hajj Regulations

JAKARTA — Dini Rahmania, a member of Commission VIII of the House of Representatives (DPR RI), has urged the Ministry of Hajj and Umrah (Kemenhaj) to tighten the regulations governing hajj organisation in order to prevent the violations that continue to occur, following the uncovering of dozens of cases by the Hajj and Umrah Task Force during the 2026 hajj season.

According to her, the prevalence of violations shows that regulatory loopholes remain, which unscrupulous individuals are exploiting. She said the state must ensure that no more people lose the opportunity to perform the hajj or umrah after falling victim to fraud.

“We must not spend every year merely counting the number of victims without delivering real solutions,” Dini said in Jakarta on Tuesday (14 July 2026).

She asked Kemenhaj to promptly issue more concrete policies to protect the public, rather than simply waiting for reports or acting only after victims have suffered losses.

She said Kemenhaj needs to build a stricter oversight system for hajj operators, strengthen the verification and publication of official organisers, provide a responsive complaints channel, and improve public education so that people are not easily lured by illegal hajj offers.

Beyond preventive measures, Dini also asked Kemenhaj to accompany the victims by safeguarding the recovery of their rights, including coordinating with law enforcement officials to accelerate the restitution process in accordance with applicable regulations.
