Minister of Environment/Head of the Environmental Control Agency (KLH/BPLH) Hanif Faisol Nurofiq stated that President Prabowo Subianto’s policy emphasises the government’s direction in addressing environmental issues in Indonesia. This is demonstrated by the establishment of the Ministry of Environment (KLH) and the Environmental Control Agency (BPLH) through Presidential Regulation (Perpres) No. 182/2024 and Perpres No. 183/2024. As Minister, the Minister of Environment (MenLH) is responsible for formulating and establishing policies on environmental protection and management. The second task involves coordinating the implementation of environmental policy instruments. “Only these two tasks for the minister. Therefore, following the directive from President Prabowo Subianto, the Environmental Control Agency was formed through Presidential Regulation No. 183/2024,” said Hanif at the 2025 PROPER Environmental Awards ceremony at Taman Mini Indonesia Indah on Tuesday (7/4/2026). “What does this mean? It means that the central government will directly conduct supervision and control, law enforcement, and technical guidance for all levels implementing environmental protection,” he continued. As regulated in Article 73 of Law (UU) No. 2/2009 on Environmental Protection and Management, the minister is required to conduct supervision when governors, regents, or mayors fail to do so. And Article 77 of the UU stipulates that the minister must enforce the law when regents or mayors who should do so neglect it. That is why, Hanif emphasised, the implementation of the 2025 PROPER Environmental Awards differs from previous years. “In previous years, the PROPER was carried out by an institution within the Ministry of Environment at that time. But this year and in the future, PROPER is carried out as a mandate of Article 70 regarding our obligation to supervise and ensure environmental compliance in all units,” he said.
