This is the Reason the Government is Training Civil Servants to Become Reserve Components
As many as 2,019 civil servants (ASN) have been declared to have passed the initial selection to participate in training as Reserve Components (Komcad). From a total quota of 2,200 people, a total of 2,205 ASN from 48 ministries and agencies were proposed as Komcad candidates. Of that number, 2,115 people underwent health checks. “The result is that 2,019 participants were declared to have passed and are eligible to proceed to the next selection stage, while 96 participants did not pass,” said the Head of the Reserve Component Centre of the National Reserve Agency (Bacatanas) of the Ministry of Defence (Kemhan), Brigadier General Hengki Yuda Setiawan, during the departure roll call at the National Monument (Monas) field in Jakarta on Monday (13/4/2026). Defence Minister (Menhan) Sjafrie Sjamsoeddin previously assured that 4,000 ASN from ministries/agencies would become Komcad. “In the first semester of 2026, we will start training ASN, and for this first semester, we will focus on ministries in Jakarta, approximately 4,000 people,” said Sjafrie on Monday (2/2/2026). Sjafrie explained that the ASN are being included as Komcad to nurture a spirit of nationalism and love for the homeland in serving the nation. After the basic training series is completed, the ASN will be returned to their respective agencies and institutions to continue their service. “We divide it every quarter so that by the end of the first semester, we will already have a substantial reserve component. That is the projection of how the state must defend itself,” said Sjafrie. Rico explained that there is no compulsion for ASN to participate in the training to become Komcad. “We are now at the registration and application stage in accordance with Law Number 23 of 2019 on the National Defence and Security System (PSDN),” said Rico when met in Menteng, Jakarta, on Wednesday (25/2/2026). “It remains voluntary in nature. Underline that. The requirements are voluntary, so there is no element of coercion, obligation, or anything like that,” he added.
