This is the Circular from the Minister of Basic and Secondary Education Regarding the Fate of Honorary Teachers Next Year
The fate of honorary teachers not registered in the 2024 Basic Education Data is determined by the following circular from the Minister of Basic and Secondary Education, Abdul Mu’ti.
“Non-ASN teachers shall continue to carry out their duties in educational units managed by local governments, with the following provisions: a. Registered as non-ASN teachers in the Education Data up to 31 December 2024,” wrote Abdul Mu’ti in the circular, accessed by Kompas.com on Sunday (10/5/2026).
In the circular, the government states that this policy is necessary to maintain the continuity of the teaching and learning process in local government schools.
“To ensure the continuity of learning implementation in educational units managed by local governments, a policy is required so that these non-ASN teachers continue to carry out their duties,” the circular states.
“Based on the Education Data as of 31 December 2024, there are still 237,196 active non-civil servant (non-ASN) teachers teaching in educational units managed by local governments,” the circular states.
The government also emphasises that the central and local governments have the obligation to ensure the continuity of education and the availability of adequate teachers in accordance with the mandate of the National Education System Law.
- Non-ASN teachers shall continue to carry out their duties in educational units managed by local governments, with the following provisions:
registered as non-ASN teachers in the Education Data up to 31 December 2024; and
still actively carrying out duties in educational units managed by local governments.
The non-ASN teacher data as referred to in point (1) can be viewed through the Ruang SDM website.
The assignment of non-ASN teachers shall be carried out until 31 December 2026.
Assigned non-ASN teachers shall receive income with the following provisions:
Non-ASN teachers who have educator certificates and meet the workload receive teacher professional allowances in accordance with applicable laws and regulations.
Non-ASN teachers who have educator certificates but do not meet the workload receive incentives from the Ministry of Basic and Secondary Education.
Non-ASN teachers who do not yet have educator certificates receive incentives from the Ministry of Basic and Secondary Education.
- Local governments may provide additional income to assigned non-ASN teachers in accordance with the local budget capacity.
