order, it should be viewed as an effort to ease the situation, as
local residents have frequently been victimized in the past," Dr.
Nicolas Woly, a priest at the Mesehi church in Kupang, said.

"If TNI troops shoot criminals, it cannot be considered a
human rights violation because they are merely defending the
basic rights of robbery victims."
