The Jakarta Provincial Government (Pemprov DKI Jakarta) is developing a special monitoring system to maintain the productivity of Civil Servants (ASN) during Work From Home (WFH) every Friday. “We monitor them with a system being developed for DKI Jakarta to ensure their productivity is properly maintained,” said Jakarta Governor Pramono Anung at the DKI Jakarta City Hall in Central Jakarta on Tuesday (7/4). In addition, Pemprov DKI has established several strict rules to ensure the proper implementation of WFH. These rules are outlined in the Circular Letter (SE) of the Governor of the Special Capital Region of Jakarta Number 3/SE/2026, signed directly by Governor Pramono Anung. “For work from home or work from everywhere, actually, the DKI Jakarta Government has signed it; I as governor have signed the gubernatorial regulation,” Pramono stated. In its implementation, this work mechanism is not applied uniformly to all employees but is adjusted according to the workload in each Regional Device Organisation (OPD). The SE stipulates that the quota of ASN permitted to carry out WFH is set at a minimum of 25 percent and a maximum of 50 percent of the total employees in the smallest work unit. “So for each OPD, the range is between 25 to 50 percent who will do work from home,” he explained. Not all ASN are entitled to the WFH schedule. There are strict criteria that must be met, namely that the employee in question must not be undergoing or in the process of disciplinary punishment. In addition, the employee is required to have more than two years of service. Pemprov DKI Jakarta also enforces strict disciplinary rules during WFH implementation. ASN are required to conduct online attendance via mobile attendance twice a day: morning attendance at 06.00-08.00 and afternoon attendance at 16.00-18.00. During working hours, from 07.30 to 16.30, ASN are required to remain productive. Employees carrying out WFH are strictly prohibited from engaging in activities outside official duties or leaving their place of residence. For employees who violate these WFH behaviour guidelines, Pemprov DKI Jakarta has prepared firm sanctions, ranging from revocation of WFH permission to imposition of disciplinary sanctions in accordance with applicable laws and regulations. This new work system policy will continue to be evaluated periodically every two months.
