The Reason Why Only the Regent of Boltara Has Been Named a Suspect Despite 14 Arrests in KPK Sting
The KPK has detained the Regent of North Bolaang Mongondow (Boltara), Sirajudin Lasena, after he was named a suspect in an extortion case involving road projects at the Public Works and Spatial Planning Office (PUPR). Sirajudin is currently the only individual designated as a suspect by the KPK, out of a total of 14 people arrested during a sting operation (OTT).
Acting Director of KPK Investigations, Achmad Taufik Husein, explained why only Sirajudin has been charged. He stated that the KPK’s investigation is currently focused on the allegations of extortion and gratification received by Sirajudin in his capacity as Regent.
“Regarding the suspects, there is only one person so far because, in the construction of this case, we are applying Article 12 letter e. Therefore, the person holding the highest authority or power in the context of goods and services procurement within the Boltara Regency Government is certainly the Regent. He is the one with full authority and the power to determine the 10% fee,” Tauflar said at the KPK Red and White Building on Tuesday (22/09/2026).
Taufik explained that the Head of the Boltara PUPR Office, who played a role in the process of assigning vendors for projects and whose home was found containing cash, currently remains a witness. However, the possibility of new suspects being named remains open if investigators find further evidence.
“At this time, the individual is still a witness. Regarding why money was found at the Head of PUPR’s house, what the investigators found in the field was that it was part of the funds received by the witness, but not within the context of the Regent’s case construction. In other words, it is separate from the Regent’s case,” Taufik clarified.
“So, it is true that their status may change depending on the evidence further investigated by the team. But in this context, the Head of PUPR is serving as a witness for the extortion charge construction,” he added.
In this case, Sirajudin allegedly set a project fee of 10 per cent for goods and services procurement in the Boltara Regency Government. He also allegedly set a 4 per cent fee for the Head of PUPR and a 1 per cent fee for the Procurement Working Group (Pokja PBJ). Sirajudin is also suspected of arranging which vendors were permitted to undertake projects in the Regency.
“The plotting was done by writing the names of potential winners for each project on a list of HVS paper,” Taufik said.
The KPK suspects that a private party handed over Rp 130 million to Sirajudin as part of the 10 per cent fee he demanded. This money was allegedly part of a fee for a road project worth Rp 1.9 billion in the Sangkub IV area.
“At the request of Mr SJL, the private party subsequently handed over Rp 130 million, which is part of the 10% fee determined by the Regent, for one project package involving road construction in the Sangkub IV area. This project, which was coordinated by the Regent and the Head of the Public Works Department, is valued at Rp 1.9 billion,” he stated.
Taufik further detailed the gratifications allegedly received by Sirajudin, noting that these were received between 2023 and 2026.
“The total receipts are estimated to reach Rp 11.14 billion,” said Achmad.
The gratifications allegedly originated from the Head of the Boltara Environmental Office (LH) during his tenure as the Head of the Health Office, amounting to Rp 350 million. Sirajudin also allegedly received gratifications from other parties totalling Rp 10.79 billion.
Taufik stated that other receipts will be further traced during the investigation process. He noted that the funds were allegedly received by Sirajudin since his term as the Acting Regent of Boltara began.
“In 2023-2024, SJL served as the Acting Regent of Bolmut, and in 2025-2026, while SJL served as the Regent of Bolmut for the 2025-2030 period, these receipts continued,” he concluded.
