The Real Owner of the Alphard That Ran a Red Light at Bundaran HI

A viral case involving a luxury Toyota Alphard that ran a red light at the Bundaran HI area in Central Jakarta has drawn the name of a medical specialist into the spotlight. A police investigation revealed the luxury vehicle was using a fake licence plate and did not belong to the driver, but was registered under the name of Dr. Elly Herawati Pengabean. Dr. Elly Herawati Pengabean’s name suddenly became a focus of public attention after her vehicle was misused by a driver with the initials RPW. According to official document verification by the Traffic Law Enforcement Sub-Directorate of the Metro Jaya Police, the black Toyota Alphard is legally owned by the doctor. “The vehicle’s original registration number is B 97 ELI, registered under the name of Dr. Elly Herawati Pengabean,” said Metro Jaya Police Traffic Law Enforcement Sub-Directorate Head AKBP Ojo Ruslani in Jakarta on Saturday (25/7). Based on an investigation by Media Indonesia, Dr. Elly Herawati Pengabean is a civil servant in Tangerang Regency. Her name is listed as the Head of Population Control, Counselling, and Mobilisation at the Office of Women’s Empowerment, Child Protection, Population Control and Family Planning. Although her vehicle was implicated in a traffic violation and the use of a fake plate by another party, the ownership documents in her name were proven legally valid according to the Indonesian National Police registration data. The case began when the black Toyota Alphard belonging to Dr. Elly was caught on camera running a pedestrian crossing light and a red light on Jalan MH Thamrin, around the Bundaran HI area, on Wednesday (22/7) at 12:19 WIB. “We have clarified and taken action by issuing a ticket to the driver of the black Alphard who ran the red light on Jalan MH Thamrin, around the Bundaran HI area, heading north,” said AKBP Ojo Ruslani. Following a physical inspection of the vehicle and document verification conducted at the Traffic Law Enforcement Sub-Directorate office on Friday (24/7) evening, it was revealed that the driver, with the initials RPW, was using a fake licence plate while driving. “Meanwhile, the D 1828 XHQ plate that was attached at the time of the violation is actually registered to a silver Daihatsu Gran Max from West Bandung Regency,” Ojo stated. As a result of the reckless driving and use of a fake vehicle registration plate, the driver RPW is charged with multiple articles under Law Number 22 of 2009 concerning Road Traffic and Transportation, including Article 287 paragraph (2) in conjunction with Article 106 paragraph (4) letter c regarding red light violations, carrying a maximum penalty of two months’ imprisonment or a fine of Rp500,000, and Article 280 in conjunction with Article 68 paragraph (1) regarding the use of a fake or invalid licence plate, carrying a maximum penalty of two months’ imprisonment or a fine of Rp500,000. As a follow-up, the police secured the fake licence plate D 1828 XHQ as evidence. In addition to examining the driver, the police also summoned the vehicle owner and the security guard who was involved in an altercation at the scene.
