The Issue Behind Jakarta-Plated Taxis Being Fined for Seeking Passengers in Bogor
Netizens are buzzing about a Jakarta-plated taxi being fined in Bogor City, West Java. A narrative is circulating that the taxi was fined for seeking passengers in Bogor City. The moment when members of the Bogor City Transportation Agency (Dishub) fined the blue conventional taxi went viral on social media. The Bogor City Dishub has explained the circumstances behind the uproar. Head of Land Transportation at Bogor City Dishub, Dody Wahyudin, stated that the enforcement occurred during routine patrols. He said that all vehicles would be acted upon if found violating traffic rules. “First, this incident is part of a routine patrol, because not just taxis, but angkots, private cars that stop and park, especially at prohibited sign points, we evict them, including motorbikes,” said Dody when asked for confirmation on Wednesday (1/4/2026). Dishub Explains the Rules He mentioned that the fining was also carried out because the conventional taxi violated Law Number 22 of 2009 on Road Traffic and Transportation (LLAJ) and Ministry of Transportation Regulations 117 and 118 of 2018. According to Dody, under those rules, conventional taxis operated by providers in Jakarta are prohibited from stopping in other areas, including Bogor City. He also explained about taxis being bound by their operational area permits. “Because taxis are non-route transport, but still bound by permits and operational areas. They cannot pick up passengers anywhere. The rules state that taxi services are door-to-door, from door to door,” said Dody. “Regarding this taxi, its domicile is Jakarta, it may go to Bogor City, but only to drop off passengers. Meaning, if a taxi from Jakarta to Bogor then stops or seeks passengers, that’s not allowed, because it’s operating outside its permitted area,” he added. Different from Online Taxis Dody added that Bogor City is currently organising transport and traffic, so enforcement is carried out against all vehicles committing violations. He said that conventional taxis are also different from online taxis (taksol). “Because the rules are indeed different between conventional taxis and online taxis. This is a conventional taxi, so it must be distinguished,” said Dody. “Our enforcement isn’t just for taxis; sometimes for elf vans, buses, or private cars that stop, we evict them; if there’s no driver, we clamp them. Especially for this taxi, whose service is door-to-door, it must not stop or circle around seeking passengers like online taxis,” he added.
