Research in Indonesia indicates that education indicators, particularly average years of schooling, positively impact economic growth. Secondly, quality HR can embrace, develop, and utilise new technologies, enhancing regional competitiveness and creating high-value products and services that boost regional income. Thirdly, investors favour regions with a competent workforce, as it supports production and operations, leading to new job creation and further economic stimulation. Fourthly, education and skills provide better employment opportunities, raising incomes and reducing poverty, thereby directly improving public welfare.

Key factors influencing HR quality include education, health, and vocational training. Education is a vital long-term investment that equips individuals with knowledge, skills, and critical thinking abilities. A higher level of public education correlates with a greater contribution to economic development. Good health enables productive and optimal work, making healthcare development an integral part of HR enhancement. Beyond formal education, vocational training plays a significant role in upgrading workforce competencies to meet labour market demands, thereby increasing competitiveness and productivity. Despite ongoing improvements in Indonesia’s HR quality, significant challenges persist. Some regions still face limited access to education, inadequate health facilities, and a low-quality workforce. Disparities in human development across regions lead to uneven economic growth. Studies on underdeveloped areas highlight that restricted access to education, healthcare, and job skills training are major obstacles to regional economic development.
