It is almost certain that Indonesia will be led by a new president. So, it is understandable that most people are hoping that president in-waiting Susilo Bambang Yudhoyono, and Jusuf Kalla, can make changes for the better.
To meet the people's expectations, he needs to act within the first 100 days of his leadership.
Therefore, before announcing his Cabinet, I suggest he obtains the serious commitment of all new ministers and high-ranking officials -- especially regarding corruption, which is widespread in this country.
The following points are some preventive actions that could be considered:
First, the candidates should promise not to receive extra money for their living costs.
Second, the candidates should pay their own telephone, electricity and water bills. These bills are not the government's responsibility, as they used to be.
Third, official cars and the like should not be provided for their family members.
Fourth, official trips to certain regions should not be funded by two budgets (central and local) anymore.
Fifth, if the candidates cannot stick to the rules, the president should dismiss them.
