The Fate of 21,000 Electric Motorcycles Entangled in BGN Corruption

The National Nutrition Agency (BGN) has confirmed it will still utilise 21,801 electric motorcycles valued at IDR 1.03 trillion, the procurement of which is now under scrutiny in a suspected mark-up case. BGN stressed that all goods already purchased using state funds must be maximised for their intended use.

Deputy Head of BGN Agustina Arumsari said this principle applies to all procurement carried out in 2025. Besides the electric motorcycles, other items such as laptops, socks, and CCTV cameras that have already been bought will also continue to be used.

“Overall, it is not just the motorcycles; everything that was purchased in 2025, we actually want to maximise its use. Previously, there was mention of laptops, IoT, CCTV, and so forth that have already been paid for, so we will maximise them,” Agustina stated at the DPR Building in Central Jakarta on Monday (15/6/2026).

According to Agustina, BGN is now conducting a strict review of the 2026 budget to prevent the procurement of goods with similar functions to those already purchased the previous year. “That is one of the approaches for 2026. We are combing through the budget for items whose outputs will be more or less the same as those in 2025, and we are saying, ‘No, that will not exist in 2026.’ We are looking first, especially for IT, to see what can still be used. We will use it, and if there is still a shortfall, we will complete it,” Agustina explained.

She emphasised that utilising the purchased goods is a necessity because state funds have already been disbursed. “In general, I am not speaking about individual items like socks or motorcycles, but the general principle is that whatever was spent in 2025, because state money has already been spent, we must maximise its use,” she continued.

Previously, Presidential Chief of Staff Dudung Abdurachman revealed that the procurement of electric motorcycles when Dadan Hindayana served as Head of BGN reached 21,801 units with a budget value of IDR 1.03 trillion. From the results of an inspection, the Attorney General’s Office together with the Audit Board (BPK) found a suspected mark-up in the project. Dudung also disclosed that the electric motorcycles which have been paid for have not all been fully produced and are still in the assembly stage.

“The total budget is IDR 1.03 trillion. After checking, it turns out that as of 7 April, they are still in assembly. And this has already been paid for by the previous official,” Dudung stated in Jakarta on Wednesday (10/6/2026). According to Dudung, there is a discrepancy in value suspected to originate from a mark-up practice in the procurement. “There is a discrepancy estimated at around IDR 200 billion. It differs from BPK’s calculation of IDR 400 billion. So there is a mark-up. Hopefully, the legal process will be swift,” Dudung added.
