Prosecutors presented Nur Salim, Head of the Regional Financial and Asset Management Agency (BPKAD) of West Nusa Tenggara (NTB), as a witness in the gratification case involving three NTB DPRD members. The three defendants are Hamdan Kasim, Indra Jaya Usman, and Muhammad Nashib Ikroman alias Acip.

In his testimony, Nur Salim admitted to meeting with the three defendants. According to Nur Salim, the meeting did not only discuss the Desa Berdaya programme and did not touch on money.

“I explained the programme (Desa Berdaya). There was no money,” said Salim when giving testimony in the Corruption Court (Tipikor) courtroom in Mataram on Thursday (9/4/2026).

Desa Berdaya is one of Governor of NTB Lalu Muhammad Iqbal’s programmes with a budget of Rp76 billion. This amount is allocated from the governor’s directive programme from the national medium-term development plan (RPJMN) and the regional medium-term development plan (RPJMD).

The budget has been set in the 2025 Pure Regional Budget (APBD). The programme was executed at the beginning of 2025 through six regional device organisations (OPD) of NTB Province.

Nur Salim was asked by the NTB Governor to convey information about the programme to the defendants. This request arose after a meeting of all members of the Regional Government Budget Team (TAPD) NTB, which was also attended by the NTB Governor and the transition team. At that time, Nur Salim was also part of the NTB TAPD.

In this case, the three defendants are accused of providing gratification to dozens of other NTB DPRD members. Nur Salim said there was no discussion asking the defendants to give money to other NTB DPRD members. “There was none,” he added.

Nur Salim also admitted that he did not know about the defendants’ actions in giving money to other NTB DPRD members. According to him, the conveyance to the legislature was intended for disseminating information to NTB DPRD members.

“Only (discussing) the programme. There was no money,” said Nur Salim.

Previously, prosecutors charged the three defendants with providing bribes to several NTB DPRD members totalling Rp2.6 billion. For their actions, the defendants are charged under Article 605 paragraph (1) Letter a and/or letter b and/or Article 606 paragraph (1) in conjunction with Article 127 paragraph (1) of Law Number 1 of 2023 on the Criminal Code in conjunction with Article 605 Letter a of Law Number 1 of 2026 on Criminal Adjustment in conjunction with Article 18 of Law Number 31 of 1999 on the Eradication of Corruption Crimes as amended and supplemented by Law Number 20 of 2001 on Amendments to Law Number 31 of 1999 on the Eradication of Corruption Crimes.
