TEP ITS Develops Digital Population Registration System in Ransiki
Jakarta (ANTARA) - The Patriot Expedition Team (TEP) from the Sepuluh Nopember Institute of Technology (ITS) is developing a digital system to assist residents of the Ransiki transmigration area, South Manokwari, West Papua, in initiating population document applications via mobile phones.
TEP ITS Chairperson Yogantara Setya Dharmawan stated that the system was developed to address the challenges of distance and accessibility faced by the community in obtaining population administration services.
“We believe that people should not always have to travel long distances just to begin the process of managing population documents. Therefore, we are attempting to introduce a simple system that is easily accessible via mobile phones, so that technology can help bring government services closer to the people,” Yogantara said in an official statement received in Jakarta on Friday.
The system is being developed to support the Population and Civil Registry Office (Disdukcapil) of South Manokwari Regency in expanding the reach of services to residents living far from government centres.
Through this digital system, residents will eventually be able to submit population administration requirements in advance without having to visit the Disdukcapil office first.
This innovation is part of the TEP activities in transmigration areas through research themed “Digitalisation of Non-Profit Organisational Institutions in the Ransiki Transmigration Area”.
Yogantara noted that the digital system is not designed to replace service officers, but rather to assist service delivery through a proactive ‘jemput bola’ (outreach) pattern.
“This digitalisation is not intended to replace service officers. On the contrary, the system is designed to strengthen the outreach pattern,” he said.
According to him, the submission data from residents can help the government identify community needs earlier, before officers visit villages and areas far from service centres.
The 2025–2029 Regional Medium-Term Development Plan (RPJMD) for West Papua Province notes that in 2024, there were 53 villages/wards in South Manokwari receiving mobile internet signals. Of these, 33 receive 4G/LTE networks, 12 receive 3G/H+/EVDO, and eight receive 2.5G/E/GPRS.
On 30 July 2024, the Ministry of Transmigration deployed 1,476 TEP participants, organised into 246 teams, to serve in 53 transmigration areas across Indonesia. These 53 locations are part of 154 priority transmigration areas that were previously visited and mapped through TEP 2025.
The Minister of Transmigration, Muhammad Iftitah Sulaiman Suryanagara, stated that the involvement of universities through TEP is directed so that science and innovation can be used to address the problems of communities in transmigration areas.
“We want knowledge not to stop only at the campus or in research reports, but to be present in answering community problems. If residents living far from government centres can gain easier access to services through technology, then that is the real benefit we wish to provide,” he said.
According to Iftitah, the transformation of transmigration is not merely about physical area development, but also about improving the quality of life for the community through the strengthening of human resources, technology, and innovation.
He added that the government, universities, and the community need to work together so that the innovations developed can meet the development needs in transmigration areas.
