Tension Marks Bali DPRD Plenary Session During Submission of TRAP Committee Recommendations
The 41st Plenary Session of the Bali DPRD’s Session Period III of 2026 was marked by tension during the submission of recommendations from the Special Committee on Spatial Planning, Assets, and Licensing (TRAP) to the Bali Provincial Government on Friday (19/6/2026).
Tension arose when Bali DPRD Speaker Dewa Made Mahayadnya was about to hand over the recommendations, which had been established through a Bali DPRD Decree dated 2 June 2026, to Bali Deputy Governor I Nyoman Giri Prasta. However, the Deputy Chairman of the Golkar Faction in the Bali DPRD, who is also the Deputy Chairman of the TRAP Special Committee, Anak Agung Bagus Tri Candra Arka, interrupted the proceedings. He requested that the recommendations be read out first before being submitted to the regional government. “Before proceeding with the agreement, the recommendation report should be read out first,” said Candra Arka.
A similar request was made by TRAP Special Committee Chairman I Made Supartha and Committee Secretary I Dewa Nyoman Rai. Both felt the recommendations needed to be read openly as a form of the committee’s accountability to the public. Supartha’s loud voice momentarily silenced the room. “If there are any issues related to this TRAP special committee’s recommendations, they can be explained (accounted for),” Supartha clarified.
After a brief debate, Mahayadnya finally read out the key points of the TRAP Special Committee’s recommendations relating to the oversight results of the area development managed by PT Bali Turtle Island Development (BTID). Following the tension, the Bali DPRD Speaker read out the key points of the Bali TRAP Special Committee’s recommendations regarding the oversight of the development impact of the area managed by PT BTID and provided several important notes to the Bali Provincial Government.
One of the Bali DPRD’s recommendations asks the Bali Provincial Government to coordinate with PT BTID to ensure transparency and certainty of the area management’s contribution to the region. This contribution includes fiscal benefits, economic impact, local employment absorption, and the improvement of the welfare of the Balinese people. “Resulting from the business activities and development of the area,” said Made Mahayadnya.
The Bali DPRD also asserted that if the area development does not provide tangible contributions or benefits to the region and the community, and if any construction or area utilisation activities inconsistent with the constitution are found to have resumed after the recommendations are issued, further investigation will be conducted. A follow-up step in the form of a recommendation for the permanent cessation or closure of activities may also be considered in accordance with applicable legal provisions.
Additionally, the Bali DPRD submitted Bali DPRD Decree Number 12 of 2026, which contains recommendations regarding buildings standing in forest areas and on state land in Pejarakan Village, Gerokgak District, Buleleng Regency. In its recommendations, the DPRD urges law enforcement officials to take action against any party committing violations in forest areas. After the recommendations were read out and agreed upon in the plenary session, the document was finally handed over to the Bali Provincial Government through Deputy Governor I Nyoman Giri Prasta to be followed up according to the authority of the regional government and relevant agencies.
Giri Prasta responded to the recommendations, stating that the Bali Provincial Government will first conduct a technical review before following up. The provincial government will also coordinate with several related parties, including law enforcement officials. “We will conduct a technical review regarding the steps that must be taken,” he said. According to him, the Bali DPRD’s recommendations have been submitted to Bali Governor Wayan Koster for further study. The two main recommendations conveyed by the TRAP Special Committee relate to the area management by PT Bali Turtle Island Development (BTID) and the issue of the forest area in Pejarakan Village.
Giri emphasised that the DPRD’s recommendations will be followed up. However, their implementation must still go through a review and verification process in accordance with applicable regulations. “It will definitely be implemented, but in its course, we must verify whether it is indeed true according to the DPRD’s findings. We will also involve law enforcement officials later,” Giri explained. The involvement of law enforcement officials, Giri Prasta continued, is necessary to ensure that every step taken by the government has a strong legal basis. However, Giri stressed that this matter will not be protracted and will be resolved promptly. “Yes, we want everything to be resolved immediately. Do not let this issue pile up. We also express our appreciation to the TRAP Special Committee because the DPRD’s control function has been carried out well,” he concluded.
