Tension in Cibubur, East Jakarta, Escalates to Chaos During Land Execution: What Happened?

The atmosphere around Cibubur in East Jakarta heated up during the execution of four land plots on Thursday morning (23/4/2026). Residents opposing the land clearance briefly engaged in pushing and shoving with officials, while the Jakarta Timur District Court affirmed that the execution would proceed as it had the force of final and binding law. The four executed land plots have a total area of 12,242 square metres. Various buildings stand on the land, from residential homes to business premises such as scrap collection sites. According to Hari, the execution did not follow procedures as stipulated by the Supreme Court. He assessed that the Jakarta Timur District Court ignored the konstatering or the process of verifying the disputed object. “There is an active legal resistance effort underway, with a case of opposition to the Jakarta Timur District Court currently in progress, which has been scheduled for its first hearing on 7 May 2026,” said Hari. The residents’ rejection of the land execution in Cibubur, East Jakarta, is not without reason. They claim to have a legal basis in the form of a Deed of Sale and Purchase (AJB) for the land they have occupied. “However, there is an administrative defect committed by the District Court at that time. Why do I say it’s defective? In 1970, the landowner named Lanah bin Djulam passed away, but in 1973, an AJB was issued. Is that possible? Strangely, it was recorded in the certificate issuance,” explained Hari. According to Hari, there are four certificates issued with a total area of around 17,000 square metres in the names of Neneng Rahardja and Bambang Budiarto Uzumi. On the other hand, the affected residents claim to have purchased the land from the heirs and still hold the AJB as proof of ownership. Those documents are said to have plot master numbers issued by the National Land Agency (BPN) Jakarta Timur, complete with maps and land measurements. “There are probably around 34 or 38 houses. Some are residential, some are rented out, and there are shophouses in front. Even up to this moment, I have written to the Jakarta Timur District Court requesting a suspension of the execution,” he said. Amid the residents’ opposition, the Jakarta Timur District Court assured that the execution process for the four land plots in the Cibubur area has been carried out in accordance with the final and binding decision (inkracht) up to the cassation level. “With a request dated 3 November 2025 for follow-up action. The object included in the determination here is clear. There are four plots but in one expanse, with varying areas,” said Rudy.
